HQ Usaf Wargame Project Manager

Activity Supported:

USAF wargaming consists of multiple nested events that build upon each other in the study of force posture and design to achieve CSAF objectives. Each wargame consists of multiple task, functional, and cross-functional specific workshops, joint and combined operational planning events, table-top exercises, vignette driven explorations, and strategic forums. Each Title 10 wargame consists of at least six one-week workshops each comprising approximately 50-200 people, six additional one-week events comprising 20-50 people, and a two-week Capstone execution event typically consisting of up to 400 participants. Title 10 wargame campaign cycles operate on a biennial basis. Planning and execution for individual games generally takes 9-12 months, with approximately one large wargame per year. The large wargame series executes concurrently with smaller events and wargames as directed by the AF/A5/7 which may require contractor support. An example of a Title 10 wargame is Global Engagement.

Primary Job Description:

• Directly supports the government game lead to organize and manage wargame development, planning, administration, and execution to achieve game objectives; recommends and implements management decisions

• Contributes to development and execution of wargame design, objectives, and analysis plans

• Contributes to wargame design implementation to include wargame administration, scenarios, force structures, order of battle, and manning

• Manages data collection during wargame events

• Manages post-game analysis and drafting of wargame reports

• Manages development of post-game outcomes for senior leaders and stakeholders

• Assists in accomplishing staff taskings/actions as appropriate

• Maintains currency in wargame design and execution methodologies

Additional Job Description:

• Support HQ USAF wargames before, during, and after wargame execution.

• Engage with USAF and extra-USAF organizations in designing, planning, developing, recruiting players, facilitating execution, adjudicating game turns/moves, assessing outcomes, conducting post-game analysis, and developing wargame reports and briefing materials.

• Supporting the design of wargames to meet a variety of purposes and objectives.

• Analyzing, interpreting, and preparing briefings on operational concepts, military strategy, and doctrine as they pertain to wargaming design and objectives.

• Engaging with USAF and extra-USAF partners to recruit participants and contributions to the Blue, Red, Adjudication, Assessment, and Control teams.

• Preparing reports, talking papers, and related material regarding the wargames, to include briefings, documents and presentations to senior AF and DoD leadership.

• Supporting the development and tailoring of wargame scenarios and vignettes.

• Building wargame specific documents (such as wargame orders, tasking directives, and calling messages).

• Developing, maintaining, modernizing, managing, and employing the Wargame Information Environment (WIE) and related components.

• Providing and maintaining a high level of subject-matter expertise for wargame support, participation, adjudication, facilitation, and analysis.

• Participating in mission-partner wargames and workshops as required to provide subject matter expertise and stay apprised of activities in the military wargaming community.

• Aid Government personnel in engaging and integrating analytical organizations both internal and external to AF Futures and HQ USAF in wargames to develop and execute an objectives analysis plan.

• Be prepared to provide additional expertise and support to AF Wargaming over and above if/as directed for quick-reaction efforts or wargame activities requiring short-term additional capacity or expertise. (Overtime or compensation time will be applicable.)

Required Skills/Education/Years of Experience:

• Shall possess a graduate degree with a minimum of 16 years military experience with at least 4 years in a Higher Headquarters organization (i.e. Combatant Command [CCMD], Major Command [MAJCOM], Air Operations Center, etc.).

• In addition, 2 years of experience in wargaming, concept development, operational planning, and/or strategic assessments.

• Demonstrated or documented experience and performance in organizational leadership roles and/or managing complex, multi-faceted projects is required.

• Working knowledge of the Joint Planning process is desired.

• Must have excellent oral and written communication skills.

Security Clearance Required: TOP SECRET (TS/SCI eligible security clearance is desired with a SECRET level being mandatory.)

Position Type: Full Time

Salary Range: $165,000 - 215,000

Work Location: The primary duty location is Joint Base Andrews, MD. Occasional work presence will be required at AF Futures spaces at the Pentagon, Joint Base Anacostia-Bolling, or elsewhere in the NCR, as mission requirements dictate.
