To provide service and assistance to residents of SHRA housing


Only up to 50 candidates will be invited to the written examination. Only up to 16 who pass the written examination will be invited to the oral exam. Both the written and the oral must be passed in order to be placed on the eligible list for this classification.


Limited Term jobs are temporary and can last up to 24 months under conditions of employment which do not provide for attainment of permanent status

Essential Areas of Responsibility

To provide service and assistance to residents of SHRA housing. Calculates tenant rents and determines ongoing eligibility for federally subsidized housing programs. Should be energetic, people-oriented, organized and able to handle multiple tasks. Position requires heavy client contact. Strong skills in Data Entry, Basic MS Word, Math, Customer Service and ability to follow instructions are essential to this job.

Education & Experience

Education: High School Diploma or GED

Experience: 2 years clerical experience related to property management, tenant eligibility, rent collections, accounts receivable or related field. Excellent customer service skills are essential.

Job Duties & Responsibilities


  • Assist all visitors to service counter

  • Respond to complaints and other inquiries regarding housing programs or correspondence

  • Answer all incoming telephone calls

  • Maintain office equipment and supplies

  • Prepare monthly contractor claims for caretaker payments

  • Prepare reports and correspondence

  • Prepare and organize files for archive storage

  • File paperwork


  • Post rents and collection losses

  • Send notices for returned checks

  • Prepare and process check claims for all tenant refunds

  • Prepare deposits and send deposit reports to finance department

  • Run accounts receivable reports for reconciliation

  • Investigate accounting discrepancies

  • Track program transmissions and billings

  • Review delinquent accounts (rent and maintenance balances)

Re-certifications/Interim Re-certifications

  • Generate re-certification list and schedule client interviews

  • Prepare and send letters to scheduled residents

  • Review documents and assure proper completion by clients

  • Calculate rents and prepare notices of rent adjustments

  • Input all current information into computer system

  • Maintain computer records of all re-certifications and rent adjustments


  • Receive and code service requests and input into computer

  • Create work orders for vacant units and distribute to managers

  • Close out charges and file completed work orders

  • Prepare and send statement of charges to residents

  • Transmit emergency work order to appropriate staff

  • Send statement of maintenance charges to residents


  • Schedule moving into units

  • Calculate and collect rent and security deposits

  • Collect paperwork for lease-ups and type lease agreements

  • Inform tenant of responsibilities

  • Issue keys to new residents and collect keys from vacated tenants

  • Create and maintain tenant files and enter data into computer system

  • Process paperwork for vacated tenants

  • Facilitate transfers to new units

  • Review, correct and distribute 14-day and 30-day notices and reminders

  • Type and send notices for non-payment of charges and missed re-certifications

  • Assist with paperwork to track legal status of residents referred for legal action

The IQS Outreach Specialist follows established protocols/guidelines to support the department, and SMF quality program initiatives with particular focus on improving quality metrics. The IQS Outreach Specialist will perform review of electronic health records for compliant activities and enter this information in a supplemental database. The IQS Outreach Specialist will contact Sutter Medical Foundation patients provided to them who are identified as being non- compliant for satisfying the quality initiative metrics (via MHO, telephone, and letters). The IQS Outreach Specialist will occasionally conduct on-site chart reviews looking for compliant records. Moreover, the IQS Outreach Specialist may contact provider offices, health plans, pharmacies or other entities both within and outside SMF to obtain related data. Special projects may also be assigned. Education: * High school diploma or GED required with an Associates degree preferred. Experience: * This position requires 4 years of experience in a healthcare setting or an equivalent combination of education and experience. Knowledge: * The IQS Outreach Associate should be proficient with Microsoft Offices products (Word, Excel, Outlook, etc.) with particular focus on Excel. Epic experience is also strongly preferred. Additionally this position requires organization skills, attention to detail, accuracy, multi-tasking, decisive judgment and the ability to work with frequent interruptions and minimal supervision. Must possess excellent verbal, presentation and interpersonal communication. Ability to establish and maintain a professional cooperative working relationship with physicians, executives and all others whom work must be coordinated.
