The City of Garden Grove is accepting applications for the position of

HOUSING SUPERVISOR

Under direction of the Housing Authority Manager, the Housing Supervisor coordinates the day-to-day supervision of staff and operation of one or more programs administered by the Garden Grove Housing Authority.

The Garden Grove Housing Authority is committed to assisting Garden Grove families in need with access to safe and sanitary affordable housing. The Housing Authority accomplishes this through several outlets, including the administration of the Section 8 Housing Choice Voucher Program, the Section 8 Project-Based Assistance Program, the Emergency Housing Voucher Program, the Mainstream Voucher Program, participation in the Mobility Agreement with neighboring agencies, compliance with housing quality standards and building codes, outreach efforts to expand housing options, optional enrollment in the Family Self-Sufficiency Program, and ensure fair and equitable access to all housing services.

The ideal candidate for this position will possess the ability to: appropriately apply their knowledge of Housing Authority regulations, procedures and programs to the operations of the Garden Grove Housing Authority; monitor, interpret, and apply relevant laws, regulations, codes, policies, and procedures; lead, supervise, train, and evaluate employees; and communicate clearly and concisely.

Interviews, selects, trains and evaluates the performance of employees

Directs and plans the work of employees, including determining the techniques to be used by employees

Sets job performance standards for employees and ensures that standards are met; responsible for employee discipline when necessary

Resolves customer, landlord, and citizen complaints as they relate to programs

Performs property inspections to evaluate conditions of housing units

Interviews, counsels, and evaluates program applicants for housing assistance and makes eligibility determinations based upon program criteria and local, state, and federal regulations

Provides routine training regarding changes in Federal Department of Housing and Urban Development (HUD) regulations and procedures

Explains program to owners

Negotiates rents with landlords

Establishes comparable value for units under contract

Works with owners to upgrade and rehabilitate units

Counsels both owners and tenants on program regulations

Maintains program records

Provides Finance Department with weekly and monthly confirmation of payments to owners

Prepares, reviews, and presents various technical reports

Prepares and submits required HUD reports

Prepares annual division budgets for both the City and HUD

Monitors Housing Authority expenditures

Assists on special projects

Performs related duties as required

EDUCATION & EXPERIENCE

A Bachelor's degree from an accredited college or university with major emphasis in public administration, political science, social work, business administration or a related field and two (2) years of progressively responsible experience working in a public housing authority, including one year in a supervisory or lead capacity is required.

KNOWLEDGE OF:

Policies and procedures of Section 8 public housing; relevant Federal and State legislation, laws, regulations, and codes, including building codes and Federal Housing Quality Standards; auditing and reporting practices and requirements for housing programs; principles and practices of budget development, and public and business administration; principles and practices of management and organization; statistical and research methods; administrative survey techniques and their application; principles and techniques of supervision, training and performance management; and customer service techniques and principles.

ABLITY TO:

Supervise, evaluate, and train staff effectively; communicate effectively, both orally and in writing; read, write, speak, and follow directions; analyze available information to determine next course of action based upon program criteria, and related location, state, and federal regulations; learn, interpret, apply, and explain relevant regulations, ordinances, and codes;

work cooperatively and respond appropriately and empathetically to people of various economic and ethnic backgrounds; establish effective working relationships and provide excellent customer service; use basic principles of math to perform calculations; effectively and diplomatically negotiate with property owners to come to mutually beneficial agreements; proficiently use a computer and relevant software.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Incumbents in this classification sit; use hands or wrists, repetitively with twisting or pressure; crawl, climb, squat, stoop and/or bend over; speak clearly; hear normal voice conversation; use visual depth perception, distinguish shades and colors; see small details; operate office equipment related to job duties; work on a personal computer; type or use a 10-key; and use a telephone.  

WORK ENVIRONMENT

The work environment describe here is representative of those an employee encounters while performing the essential functions of this job.  Incumbents in this classification either work in an office environment with frequent public contact, or alternatively, perform field inspection work, which may necessitate working in confined, dusty, dirty and/or unhealthy conditions in all types of weather. 

OTHER REQUIREMENTS:

Bilingual Spanish, Vietnamese, or Korean is considered highly desirable.
