Social Service Agency located in the St. Louis Metro area is seeking to fill a position in our Housing program.

JOB SUMMARY: The Housing Specialist enables families to receive and retain housing assistance through qualifying applications, family briefings, recertification's, and contract preparations.

MAJOR TASKS:

  • The Housing Specialist will document applications and certify families for assistance.

  • The Housing Specialist will brief families and owners on program rules and operation.

  • The Housing Specialist will negotiate lease-ups and Housing Assistance Program contracts with the families and owners.

  • The Housing Specialist will verify family income and household composition changes.

  • The Housing Specialist will organize, schedule, and complete timely recertification of participants (annual and interim).

  • The Housing Specialist will help negotiate solutions to owner / tenant problems, conflicts or misunderstandings.

  • The Housing Specialist will document participant files to meet program regulations, including computer reports.

  • The Housing Specialist will complete rent reasonable surveys and certifications.

  • The Housing Specialist will recommend and document terminations for family violations of program requirements.

  • The Housing Specialist will coordinate inspections on units with the inspectors.

  • The Housing Specialist will maintain confidentiality with client information.

EDUCATION AND EXPERIENCE REQUIREMENTS;

  • High School Diploma required; college degree in related field preferred.

  • Experience with low-income families or housing field preferred.

OTHER REQUIRED CAPABILITIES AND QUALIFICATIONS:

  • Able to problem solve, handle crisis, and work with families of various cultures and low-income backgrounds.

  • Able to establish positive working relationships with families, agency staff, and community members.

  • Able to maintain a calm and nurturing demeanor when working with families.

  • Physically able to stand for long periods of time, as well as stooping, squatting, and lift an estimated 40 pounds.

  • Able to navigate email, internet, Microsoft Word, and other computer database programs.

  • Must have an active driver's license and will be required to travel in or out of community with own transportation.

  • Open mind and non-judgmental attitude.

We are looking to fill a part time Housing Inspector position in our Housing department. This position will work out of our St. Clair office. The ideal candidate will have experience with housing construction, code compliance or building inspections as well as experience working with low-income families and landlord relationships. JOB SUMMARY: Ensures compliance with Housing Quality Standards (HQS) for housing assistance rental and home ownership units. MAJOR TASKS: * The Housing Inspector will perform Housing Quality Standards (HQS) inspections including initial inspections, annual re-certification inspections, special inspections and re-inspections of failed units. * The Housing Inspector will assure that program participants have a safe, decent place to live by conducting inspections consistently. * The Housing Inspector will remain familiar and current with U.S. Department of Housing and Urban Development Federal Regulations and state and local building codes as they relate to Section 8 Housing Programs. * The Housing Inspector will remain familiar and current with Lead-Base Paint regulations as they pertain to the Section 8 housing programs. * The Housing Inspector will ensure that acceptability criteria and performance requirements for all Section 8 dwelling units is in compliance both at commencement of assisted occupancy and throughout the assisted tenancy. This includes sanitary facilities, food preparation and refuse disposal, space and security, thermal environment, illumination and electricity, structure and materials, interior air quality, water supply, lead-base paint, access, site and neighborhood, sanitary conditions and smoke detectors. * The Housing Inspector will research other programs for best practices on a regular basis to ensure our inspections are efficient. Work to exceed industry standard. * The Housing Inspector will provide excellent customer service to program participants and landlords by explaining and consistently enforcing program guidelines and regulations. * The Housing Inspector will treat all residents and landlords in a respectful non-judgmental manner. * The Housing Inspector will respond to inquiries, phone calls, correspondence in a timely and responsive manner. * The Housing Inspector will mediate and negotiate communication with client and landlord as needed concerning failed inspections and condition of unit inspections. * The Housing Inspector will maintain required reports and statistics on a monthly and annual basis as required. * The Housing Inspector will coordinate with Housing Specialists to ensure timely inspections at admission to program, annual re-certification, and condition of unit inspections. * Other duties as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS: * High School or General Education Development (GED) diploma, required. * Experience with housing construction, code compliance or building inspections. * Experience working with low-income families preferred. OTHER REQUIRED CAPABILITIES AND QUALIFICATIONS: * Effective communication skills. * Moderate computer skills. (Word, Excel, Outlook) * Physical tasks such as climbing steps, fitting in small, confined areas and moving items to complete inspection of area. * Travel in and out of community with own transportation is required.
