POSITION: Housing Specialist

SUPERVISOR: Program Director

STATUS: Non-Exempt

SUMMARY: The position duties include a wide range of activities related to determining and documenting applicant and/or participant eligibility, income, rent and contractual relationships with owners in support of the Housing Choice Voucher (HCV) operations using written administrative policies and procedures. The position requires full accountability for assigned cases including accurate and complete files, resolution of customer service cases, and responsiveness to participant and landlord inquires.

SUPERVISION RECEIVED AND EXERCISED: Operates under the direct general supervision of a Program Director; the Housing Specialist exercises no supervision over other employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Manage an assigned caseload of HCV participants

  • Conduct annual and interim recertifications within required time frames

  • Under the direction of the HCV Director, selects families from the waiting list

  • Determine applicant eligibility and complete certifications

  • Conduct participant briefings and educates participants and landlords on program obligations

  • Process and monitor participant moves to a new dwelling, including portability

  • Determine housing assistance payment and tenant rent calculation

  • Resolve concerns between owners, tenants and the Public Housing Authority (PHA)

  • Process abatements as received

  • Issues ITTs and contract terminations

  • Process all transactions within the PHA's required business systems

  • Maintain accurate and complete applicant/participant files

  • Provide excellent customer service to participants, landlords, co-workers, clients and vendors

  • Conduct all job functions in alignment with the PHA's Administrative Plan, HUD regulations and other state and local requirements

  • Obtain certification in Housing Choice Voucher Specialist within 120 days of employment

  • Ensure regular attendance and punctuality

  • Perform other duties as assigned

Knowledge and Skills Required:

Must have the ability to interpret and apply regulations pertaining to the program. Must be able to communicate effectively both orally and in writing and have excellent interpersonal skills and possess strong computer and organizational skills.

Education and Experience Required:

Education equivalent to a four-year degree from a regionally accredited institution in Public Administration, Social Science or a closely related field; a minimum of two years of progressively responsible work experience for a public agency, or related work in the social service or community service field preferred. Alternatively, a two-year degree with four years of experience will satisfy the qualifications.

Provide orientation, assessment, enrollment and case management services supporting participants goals towards economic self-sufficiency. Provide services in accordance with HUD regulations, the PHA administrative plan, and established procedures, and strive to meet company goals and performance standards. DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. Other duties may be assigned. * Provide case management to FSS participants. * Conduct outreach to enroll new participants, which includes presenting at information sessions and briefings. * Interview FSS applicants and participants. * Create and document and maintain FSS case files. * Complete assessment to appraise familys interest and commitment and to identify barriers to self-sufficiency (Home visits may be required). * Assist participants to develop short and long-term goals and an action plan with clearly stated outcomes and timelines. Execute FSS contracts with new participants. * Assist with or conduct workshops covering financial, budgeting, work readiness, and other knowledge and skill-building sessions. * Link and refer FSS participants to services and resource providers. * Refer FSS participants for needs assessment, vocational testing, and job placement for participants. Establish working relationships with a network of education, training, social service, and employment resources throughout the community. Refer families to appropriate service providers and follow up with agencies. * Monitor participants progress toward goal achievement, enforce the terms of the FSS contract, and reassess goals with families annually and revise as necessary. Perform required data entry and submit regular updates and reports as required. * Establish participant escrow account when participants earned income increases. * Coordinate FSS case management with the Homeownership Program staff as appropriate, supporting participants efforts to participate in CTO and become successful homeowners. * Obtain certification in Housing Choice Voucher Specialist within 120 days of employment * Ensure regular attendance and punctuality * Perform other duties as assigned RESPONSIBILITIES FOR RELATIONSHIPS: INTERNAL: Provide excellent customer service through high levels of proactive communication, quality work, and integrity to co-workers, management and corporate personnel.
