Residential Construction Project Oversight with Hybrid Work Schedule!

The City of Plano is looking for a Housing Rehabilitation Project Coordinator or Senior Housing Rehabilitation Project Coordinator. In this full-time position you will work in a professional team environment with dedicated people who love what they do. Your residential construction skills, such as hands-on construction, site inspections, estimating, invoicing, knowledge of project cycle, and project oversight are critical to ensure your success. Additionally, intermediate computer skills such as Word, Excel, Outlook and Internet search will help you accomplish your tasks proficiently. The ideal candidate should have excellent time-management, administrative and communication skills (oral and written), be able to multi-task, possess a can-do attitude, be kind and respectful of others, values collaboration and lives and respects Plano's values.

Hours for this position are 8:00am

The successful candidate may be offered a position in either the Housing Rehabilitation Project Coordinator or the Senior Housing Rehabilitation Project Coordinator classification. The range for the Senior Housing Rehabilitation Project Coordinator is $26.14 - $30.06 per hour; and for the Senior Housing Rehabilitation Project Coordinator is $28.82 - $33.14 per hour.

Summary of Duties: Under general supervision, the Housing Rehabilitation Project Coordinator is responsible for performing construction work write-ups and cost estimates. Performs inspections on dwellings during various stages-initial, work-in-progress and closeout-of residential construction to ensure compliance with building codes and HUD-compliant housing quality standards. Works with contractors and homeowners to ensure a high level of workmanship and customer satisfaction.

Distinguishing Characteristics: This is the journey-level classification in the Housing Rehabilitation Project Coordinator series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from Housing Rehabilitation Project Coordinator, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

  • Conducts final inspections when jobs are completed; acts as mediator between contractor and homeowner when necessary; makes final determination that job is complete; determines amount of penalty or incentive pay to apply to contractor.

  • Conducts worker interviews for compliance with Davis-Bacon Act requirements.

  • Researches and collects data on new conduction methods.

Minimum Qualifications:

Knowledge of: Engineering construction, construction management, and construction cost estimating techniques; plumbing, mechanical, building or electrical trade areas; bid specification development; Plano's adopted building code; accepted safety standards and methods of building inspection in the fields of electrical, plumbing, mechanical and structural integrity; lead-based paint interim controls and abatement; techniques and principles of housing rehabilitation inspection consistent with HUD regulations and best practices.

Skill in: Implementing Housing Rehabilitation program policies and procedures, including making sound judgments based on professional, hands-on construction experience and education; understanding general contractor submittals and confirm all work and materials being incorporated into the project meet the requirements of the construction documents; managing both general contractor and client expectations related to housing rehabilitation program requirements; working and communicating effectively both verbally and in writing with people from varied socio-economic backgrounds; preparing construction documents and administrative reports; maintaining records and filing systems; estimating line-item construction costs; reading and interpreting building plans, engineer's drawings, specifications, and building codes; using x-ray fluorescent machine and interpreting results; operating a computer and related software to include word processing, data bases, internet research, and spreadsheets.

Education: Bachelor's degree in Construction Management, Construction Science, Architecture, Structural Engineering, or a related field preferred.

Experience: Three (3) years hands-on experience in residential construction or remodeling, construction estimating and bidding, residential insurance adjustment, or as a municipal Building Inspector.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law); Lead Base Paint Risk Assessor Certification required or ability to obtain said certification within the first six (6) months of entry into position.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field inspecting housing units (e.g., climb stairs and ladders, and inspect attics and tight crawl spaces), including traversing uneven terrain in construction sites, to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, to turn faucets on and off, manipulate door knobs, conduct tests and to operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, obtain samples, and set up construction and non-construction equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental and housing rehabilitation policies and procedures.
