Work Schedule:  Monday-Friday; 8:00 am-4:30 pm

Primary Duties/Brief Description of Work:

This position is responsible for project management of new construction and rehabilitation projects associated with residential single family and multi-family units, including remediation of environmental hazards and demolition of structures as ordered. Responsibilities include preparing scopes of work, cost estimates, contract development, notice to proceed authorizations, preparation and approval of change orders and final payments, conducting pre-bid and pre-construction meetings, site evaluations and inspections including on-site mediation and resolution in order to ensure local, State, and Federal regulations and codes are met or exceeded.

Responsibilities and duties will include:

  • During rehabilitation, construction and demolition, act as the main point of contact for designers, client departments, City staff, contractors, suppliers and field inspectors. Work to resolve issues that affect project outcome. Meet with City inspectors to resolve issues in the field, monitor design and construction as well as changes in how they relate to the design scope and supply the consultant, client and contractor with changes for incorporation into record drawings. Ensures that work meets program standards, approve pay applications for both consultants and contractors during the construction phase. Provide on-site mediation and resolution.

  • Manage the development of the project schedule, develop and administer contracts, track expenditures, approve payments, and approve change orders for additional service. Attend public input meetings for projects, including making presentations, conduct pre-bid and bid opening meetings, coordinate pre-construction and regular progress meetings. Create final punch list of project and verify when completed, close out project by approving final payment for contractors and consultants.

  • Maintain and update contractor's handbook and written rehabilitation specifications. This manual is used to detail program guidelines, as well as what materials and methods are used. Determine allowable material choices and installation methods as outlined in the written rehabilitation specifications. Keep current inventory of material and labor costs for cost estimating. Requires knowledge of changes and improvements in materials as well as monitoring market cost fluctuations. Prepare cost estimates and scope of work (contracts) for professional services and construction projects.

  • Administer and coordinate the design of projects, monitor the performance of contracted consultants to supply design that meets State and Local codes as well as City standards. Review design and development budget submittals for affordable housing development projects in relation to written program standards and state and local codes. Provide feedback into the project scoring process. Integrate building energy conservation, green building, healthy homes, and historic preservation principles as may be required by grant sources.

  • Conduct physical examination of properties for building and minimum housing code violations. Make inspections of existing buildings for substandard conditions, structural failures, design or construction flaws, and lead paint and other hazards. Assess repair or remediation options in the context of available funding sources, program funding limits, and other grant program requirements.

  • Identify contractor's responsibilities, negotiate contracts, and monitor performance to achieve service delivery as contracted. Work with contractors and development partners to monitor and track compliance with MWBE, Section 3, Davis Bacon and other related City and federal construction or contract requirements.

The Job is NON-EXEMPT under FLSA.

Minimum Qualifications:

  • Associate's Degree with 4-6 years of experience with general rehabilitation and construction practices and their application including lead paint regulations, weatherization standards, and building science

  • Experience with state and local bidding requirements, principles and practices of contract supervision and project coordination

  • Experience with procedures, methods and techniques of field inspections and construction practices

  • Experience with Federal, State and local laws, codes and regulations as they apply to construction

  • Microsoft Office Software experience (i.e. Excel, Word, PowerPoint, Outlook)

  • Experience with reading blue prints
