GENERAL STATEMENT OF JOB

Provides technical and administrative support for affordable housing and community development programs.

EXAMPLES OF WORK

  • Assists in carrying out affordable housing programs such as the State Housing Initiatives Partnership (SHIP), Neighborhood Stabilization Program (NSP), Community Development Block Grant (CDBG) and other community development programs.

  • Administers policies, procedures and guidelines for housing programs and strategies including property rehabilitation, emergency repair, homebuyer assistance, new construction, home replacement, special housing needs and other active programs.

  • Determines the amount of assistance needed and resources available through subsidies; documents and verifies income and program eligibility; prepares applications and supporting documentation for financial assistance.

  • Consults with applicable representatives to process applications and answer questions concerning closed projects.

  • Monitors and completes regulatory reporting to ensure compliance with State and Federal governance requirements on funded programs.

  • Establishes and maintains a liaison with the Florida Housing Finance Corporation and the Florida Housing Coalition.

  • Provides technical assistance (program rules, regulations and policy procedures) to sponsor agencies receiving program grants or allocations.

  • Attends and provides staff support for housing program community meetings and activities.

  • Assists in preparing reports and recommendations for management and the Board of County Commissioners (BCC).

  • Develops and maintains partnership relationships with for-profit and non-profit organizations and other governmental agencies.

  • Assists in coordination of appropriate advertising for program activities.

  • Prepares, modifies, maintains and submits written reports, program documents, contracts, agreements and other legal documents as needed.

  • Coordinates payments of approved expenditures through appropriate internal contacts.

  • Conducts home/job site reviews to document condition of dwelling; • gathers quotes for housing rehabilitation if needed.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training, and Experience: Associate degree; supplemented by one (1) year of grants administration; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Word and Excel required. Federal, state, and local level knowledge of rules, laws, regulations, codes, and statues for housing and community development is preferred.

Licenses and/or Certifications: Requires a valid driver license.

OTHER REQUIREMENTS

Physical Requirements: Requires the ability to effectively operate modern office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount frequently in order to lift, carry, push, pull or otherwise move objects. Requires bending, twisting and stooping. Must be able to traverse irregular or uneven terrain frequently. Physical demands are essentially those of sedentary work.

Language Ability: Requires ability to read English, as well as technical data, policy and procedure manuals, codes, etc., ranging from moderately complex to highly technical terminology. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of spelling, grammar, punctuation, diction and style. Requires the ability to communicate effectively in English. Must be able to communicate with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; interpret graphs; compute ratio and proportion.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines or peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
