Description of Work

This position has sole responsibility for all the housing and home improvement functions in the Service Operations Section including policy development, monitoring for program compliance, assisting with housing inquiries, and provision of technical assistance/consultation to the aging network housing service providers with respect to the Housing/Home Improvement service standards under the Home and Community Care Block Grant. This position provides information and assistance to the general public and older adults regarding housing and home repair modification services and affordable housing. This position manages the Operation Fan Heat Relief Program with the private utility companies.

Minimum Education and Experience Requirements

Master's degree in a discipline relative to the program from an appropriately accredited institution and two years of related experience; or Bachelor s degree in a discipline relative to the program area from an appropriately accredited institution and four years of related experience; or an equivalent combination of education and experience.

VIEW JOBS 7/22/2019 12:00:00 AM 2019-10-20T00:00 Description of Work Salary Grade: GN13 Salary Range: $48,051.00 -$86,431.00 Primary Purpose of the Position The primary purpose of this position is to serve as an expert as it relates to NEPA/SEPA within NCDOT and stays abreast of regulation/legislation and provides guidance to Project Managers across the State for the Environmental Policy Unit (EPU). This position will not manage specific STIP projects but rather serve as a technical team liaison across all projects with the goal of carrying a consistent message on NEPA/SEPA and maintain consistent deliverables. This position and the Reginal EPU Team Leads will ensure that engineering decisions and supporting analyses are adequately presented in project specific environmental documentation. This position will be involved in the review of documents to ensure that all key pieces are represented to insure all legal requirements and federal and state laws are being followed. Upon request and assignment from the Unit Head or Reginal Team Lead, this position will implement training and investigate common practices that consistently become obstacles with the NEPA/SEPA process. Additional task will include looking for opportunities for streamlining the project delivery process, attending Merger meetings and other project planning meetings. Knowledge, Skills and Abilities / Competencies Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following: * Extensive knowledge of the principles of natural science and of environmental science as they apply to transportation planning and environmental assessment. * Knowledge of the 404/401 permitting process, NEPA and SEPA. * Demonstrated ability to solve problems, resolve conflicts and to apply critical thinking to complex environmental issues. * Demonstrated ability to lead and direct others. * A solid understanding of federal and state environmental laws and regulatory requirements including but not limited to: the Endangered Species Act, NEPA/SEPA, and Clean Water Act. Minimum Education and Experience Requirements Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
