Summary

The Fisher House Program provides temporary accommodations and support for families, support persons and caregivers of Veterans and Active Duty Military receiving treatment at major military and VA medical facilities. VA Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility. The Housing Manager serves as supervisor of the Fisher House Program reporting directly to the facility Deputy Director.

Duties

  • Reports Fisher House program operations and status directly to the National Program Manager, VA Fisher House program located in VA Central Office.

  • Responsible for the financial, operations and managerial processes involved with the Fisher House program.

  • Utilizes resources to effectively and efficiently maintain services to achieve VA facility, Fisher House Foundation and VHA program goals.

  • Builds and manages workforce based on program goals, budget considerations, and staffing that supports optimal program operations and the needs of the Fisher House program and guests.

  • Collaborates with Facilities Management, Engineering, Interior Design and facility leadership to develop and manage long and short range Fisher House budgets including costs of daily operations, maintenance and periodic refurbishments.

  • Responsible for coordinating Fisher House accommodations for a large complex VA facility that serves as a VISN, regional and national referral center for Veterans traveling for specialty care.

  • Responsible for providing a comfortable environment for Veterans, Active Duty Servicemembers, their family members and caregivers to relax and socialize during the Veteran's hospitalization or extended episode of care.

  • Oversees the day-to-day operations of the Fisher House Program to include creating and maintaining a staffing schedule, creating and maintaining an activity calendar; scheduling activities and volunteer events to support Fisher House guests; and scheduling transportation for Veterans and families.

  • Coordinates with the facility Public Affairs Officer for any Fisher House media and public affairs issues.

  • Uses good judgment and sensitivity when guests are included in any activity that is intended to raise the House profile.

  • Determines which guests are most able and appropriate for Fisher House Foundation public awareness efforts that feature guest experiences.

  • Provides administrative and task supervision to staff, volunteers and contractors assigned to the Fisher House program.

  • Oversees and ensures contract employee requirements are met according to the guidelines established in the Statement of Work. Oversees tasks and activities of all Fisher House volunteers and events in support of the Fisher House guests.

  • Plans and assigns work to be accomplished by subordinates who guide and control work.

  • Makes decisions on work problems presented by subordinates and sets priorities and schedules.

  • Collaborates with heads of other units, facility leadership and the VA Central Office National Fisher House Program to negotiate, decide on and/or coordinate on problems involving the relationship of the work of the program supervised to broader programs, and its impact on these programs.

  • Makes selections for non-supervisory positions.

  • Evaluates employees and reviews decisions made by them.

  • Hears group grievances and serious employee complaints; reviews serious disciplinary cases (i.e., proposing suspensions and removals), and problems involving key employees.

  • As necessary, consults with supervisor on training needs and decides on training.

Work Schedule: Monday

  • Friday, 8:00 AM - 4:30 PM, or as determined by supervisor

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as supervisor of the Fisher House program; responsible for the financial, operations and managerial processes involved with the Fisher House program; collaborates with Facilities Management, Engineering, Interior Design and facility leadership to develop and manage long and short range Fisher House budgets including costs of daily operations, maintenance and periodic refurbishments; reviews current expenditures of operations and maintenance functions; and responsible for providing a comfortable environment for Veterans, Active Duty Service members, their family members and caregivers to relax and socialize during the Veteran's hospitalization or extended episode of care.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally sedentary; however, it requires a fair amount of standing, walking, walking up and down steps, and bending. The Housing Manager may be required to approximately lift 25-50 pounds. Work is typically performed in an adequately lighted and climate-controlled office, classroom, or facility. The Housing Manager may be required to travel to conferences both locally and nationally.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
