The Office of Administrative Hearings (OAH) is a quasi-judicial agency created during 1985 session of the NC General Assembly to provide a tribunal for a prompt and impartial resolution of disputes between citizens and certain state agencies. The Human Relations Commission is responsible for investigating charges alleging housing discrimination under the State Fair Housing Act based on race, color, sex, national origin, handicapping condition, or family status.

Within the Civil Rights Division, the Human Relations Commission provides services and programs in housing, and collaborates with local Human Relation Commissions throughout the state, exercising its statutory directives as provided in G.S. 143B-(391) & (392) and Chapter 41A of the NC General Statutes. A Human Relations Specialist investigates charges of discrimination filed by property owners, applicants for mortgages, applicants and tenants of rental property. Primary responsibilities include pre-investigative activities, investigative planning, technical report writing, settlement activities, post investigative activities and housing training to real estate agents, management companies, homeowners, HOA's and citizens.

The Human Relations Specialist conducts investigation subject to the application of law. Therefore, the Human Relations Specialist must possess the ability to understand research, and apply state and federal administrative rules, statutes and legal precedents. 



The proposed salary will be based on education, experience and budget as well as current salary administration guidelines

  • Experience conducting investigations and analyzing data

  • Experience in working effectively with individuals and/or stakeholder organizations

  • Experience writing reports

Bachelor s Degree from an appropriately accredited institution and two years of experience in social work, personnel administration, rehabilitation counseling, investigation, or a related field which provides an understanding of human relations issues, programs, and problems; or an equivalent combination of education and experience.Supplemental and Contact Information
