WHEDA is seeking a Housing Inspector to join our Multifamily department. This position will require year-round, statewide travel daily up to 70% of the time, with potential for multiple overnights per month.

Position Summary

The Multifamily Housing Inspector is responsible for conducting on-site inspections of properties and units in WHEDA's multifamily portfolio, ensuring strict and timely adherence to physical inspection compliance laws, regulations, codes, and standards for federal and state programs administered by WHEDA. The selected candidate is required to reside in Central or South-Central Wisconsin and will work primarily as a remote employee. In-office days will be based on the business/division needs.

This position will be expected to maintain expert level knowledge and operate as a subject matter expert on Housing and Urban Development (HUD) National Standards for the Physical Inspection of Real Estate (NSPIRE). In addition to daily inspection duties, the position will perform both internal and external training related to NSPIRE, including public speaking and developing instructional documents.

Salary Information

Hiring Range for this position is from $61,044 to $75,195 Annually. Offered Salary will be based on qualifications and internal pay equity. Job Details

ESSENTIAL DUTIES:

  • Schedules and performs physical inspections of multifamily properties across Wisconsin in accordance with Housing and Urban Development (HUD) National Standards for the Physical Inspection of Real Estate (NSPIRE); maintains accurate records, documentation, and systems for all inspections.

  • Assesses NSPIRE fail items and performs follow-up with owners/agents related to appropriate corrections or developing a corrective action plan per applicable regulations; issues detailed, technical reports using multiple technology platforms and systems.

  • Monitors timeliness and compliance of property owners and agents with multifamily program guidelines related to physical inspections; works closely with owners and agents to improve compliance and correct deficiencies through training and guidance.

  • Researches, applies, and communicates changing government regulations, rulings, legal decisions, and handbooks/manuals as they apply to the multifamily physical inspections and standards. Identifies trends that impact housing within designated markets to better inform both internal and external stakeholders.

  • Monitors timeliness and completeness of assigned tasks required under government regulations, contracts, lending programs, and legal documents.

  • Performs or assists with other duties as assigned.

Qualifications

  • Coursework or training related to construction, building design, or building inspections AND 3 years of experience related to construction, building design, or building inspections, or affordable housing compliance; OR equivalent combination of education and experience.

  • Valid Driver's License (required)
