SALARY: $48,843.00 - $59,040.00 USD Annually

EDUCATION ACCREDITATION: Applicant's education must be obtained from an accredited institution.

Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION

A Housing Inspector inspects the exteriors, interiors and adjacent grounds of vacant and occupied one- and two-family dwellings and the exteriors and adjacent grounds of commercial establishments to enforce Baltimore City Codes and Ordinances including but not limited to health, housing, zoning, sanitation, building, fire and related codes. Work of this class involves no supervisory duties or responsibilities.

Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek and are on 24-hour callback duty.

Work is performed in various City neighborhoods where such conditions as the seasonal extremes of weather, dogs, rodents, insects, and deteriorating structures may be encountered. The work involves continuous standing and walking.

SELECTION PROCESS

All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity.

MINIMUM QUALIFICATIONS:

On or before the date of filing the application, each candidate must:

Requirements: Completion of two years (2) at an accredited college or university.

OR

EQUIVALENCIES: Have graduated from an accredited high school or possession of a GED certificate and two years (2) of experience in housing inspection work or completion of the one-year (1) Baltimore City Housing Inspector Apprenticeship Program.

LICENSES, REGISTRATIONS AND CERTIFICATES:

Have a valid Maryland Class C Non-Commercial driver's license or an equivalent driver's license and eligible to obtain and maintain a Baltimore City driver's permit.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES

  • Ability to learn Baltimore City building, housing, health and related codes pertaining to the code requirements for unimproved lots and alleys and the interiors and exteriors of occupied and vacant houses and commercial establishments.

  • Ability to inspect property and determine code violations.

  • Ability to deal effectively with property owners, tenants, and the general public.

  • Ability to utilize the computer, proprietary business software and other common business software packages to prepare clear and concise reports and to maintain appropriate records.

EXAMINATION PROCESS

NOTE: Incumbent MUST have own vehicle to fulfill the job functions for this position. Those eligible who are under final consideration for appointment will be required to authorize the release of criminal conviction information.
