Assist in the development and administration of housing programs. Provide technical, analytical and professional support to the Plymouth Housing and Redevelopment Authority (HRA) and to the department as assigned by supervisor.

Essential Functions

Administer and coordinate city and HRA approved housing assistance, rehabilitation and community development programs to ensure compliance with contractual requirements, adopted budgets, regulations and policies.

  • Administer and coordinate programs as necessary with appropriate Federal, State, County, Metropolitan and local agencies, organizations, contractors, individuals and families.

  • Manage owner-occupied rehabilitation projects including scope of work, cost estimates, bidding, contracts, monitoring work, and final inspections.

  • Process owner-occupied rehabilitation loan and first-time homebuyer program applications including program outreach, income verification, credit and budget analysis, and issue recommendations for loan approvals and denials. Process requests for loan payoffs and subordinations.

  • Maintain loan program information systems, monitoring and research, including waiting lists, loan files, project accounts, program forms, and generation of reports.

  • Monitor eligibility, financial and contractual status of programs and accurately maintain required records.

Administer and coordinate city participation in the Community Development Block Grant (CDBG) program.

  • Implement CDBG to ensure compliance with federal regulations and program requirements.

  • Work with manager to get annual action plans and consolidated plans approved, including drafting plan, community engagement, and revisions as needed.

  • Complete Consolidated Annual Performance and Evaluation Reports (CAPER).

  • Perform onsite compliance monitoring of program subgrantees.

Advise and make recommendations to supervisor, HRA, advisory committees and City Council regarding programs and activities related to housing within the city.

  • Conduct research and present findings on current activities, plans and programs.

  • Provide technical, analytical, and professional support to the HRA.

  • Assist in marketing efforts of HRA programs, including printed materials, coordinating with city communications staff on various announcements.

  • Assist in policy development, program evaluation and related implementation efforts.

  • Conduct public outreach and engagement activities around HRA programs and services.

  • Provide thorough technical information on assigned housing activities to residents, developers, city personnel and city officials to ensure thorough understanding of policies, plans, programs, regulations, and ordinances.

  • Attend Development Review Committee (DRC) meetings to collaborate on upcoming development projects, meet withpotential housing developers, as needed. Assist with redevelopment activities as needed.

  • Assist with tracking and implementing Inclusionary Housing Policy.

Provide exceptional service to internal and external customers.

  • Respond to public inquiries concerning housing programs in a positive and courteous manner.

  • Interact with others in a manner that is professional and inspires open communication.

  • Help to create and maintain a respectful workplace culture and champion diversity and inclusion.

  • Participate in citywide training designed to strengthen competencies in areas such as communications, leadership, decision-making and problem solving.

Perform other duties as assigned.

  • Attend internal and external meetings and give presentations as assigned.

  • Perform other duties and assume other responsibilities as apparent or assigned.

  • Support the department as needed, and back up other staff as assigned.

Qualifications

Minimum Qualifications

  • Demonstrated ability to perform in accordance with the City of Plymouth's CIVIC values (customer focus, integrity, visionary, inclusion and connection) and comfort with supporting and advancing the city council's strategic priorities.

  • Four-year degree or equivalent experience in planning, public administration, housing or related field.

  • One year related experience in housing, planning, or similar field.

  • Must possess valid driver's license.

  • Ability to develop and maintain positive and effective working relationships with city officials, developers and the general public in particular with low- and moderate-income clients.

  • Ability to communicate effectively orally, graphically and in writing. Utilize personal computer for word processing, spread sheet and multi-media presentations.

  • Knowledge of HUD regulations regarding CDBG funds and the IDIS system, city housing regulations and low-income assistance programs.

Desired Qualifications

  • Master's degree in related field.

  • Two years increasingly responsible experience in housing, and/or community development administration.

  • Experience working with CDBG regulations and/or administering CDBG or similar federally funded programs.

  • Experience with owner-occupied rehabilitation programs.

  • Experience with First Time Homebuyer programs.

  • Experience with other housing programs.

  • Occasional (sometimes required to perform the job): lifting, pushing/pulling, carrying, climbing, kneeling (bending leg at knee and resting on knee), crawling (moving about on hands and knees), crouching (bending at knees), bending at waist, reaching (extending hand and arms in any direction), use of arm muscles over extended periods, use of leg muscles over extended periods, overhead work (over shoulder height)

The employee must be able tolift/carry items from 0 - 24 pounds from 0 - 50 feet. Employee must be able to lift/carry items such as files, binders, office equipment and building plans.

Job Requires working outdoors, working indoors and driving city vehicle or personal vehicle to perform job functions.
