The Housing Assistance Division of the Los Angeles County Development Authority (LACDA) Is responsible for the administration of the Housing Choice Voucher program (HCV). The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles, as well as other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing.

POSITION OVERVIEW

This position performs technical work Involving the coordination, implementation, and monitoring of the Housing Choice Voucher program and other specialized housing programs. The ideal candidate demonstrates excellent customer service, initiative, resourcefulness, and efficient time management skills. The candidate must be able to understand and carry out oral and written instructions and communicate effectively, both verbally and in writing.

Essential Job Duties

The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • Determine initial and continued client eligibility based on income, deductions, allowances, and family composition.

  • Compute housing assistance payments and family rental rates according to U. S. Department of Housing and Urban Development (HUD) regulations.

  • Process annual recertification, interim changes, and/or moves including obtaining current third-party verification of participant information per program requirements.

  • Manage a high volume of caseloads for program applicants and participants, including data gathering and entry, to report participant information to HUD.

  • Mediate between the tenant, landlord, and the LACDA.

  • Conduct individual and/or group meetings for new participants and existing clients.

  • Maintain accurate applicant and participant records utilizing the LACDA-required business systems.

  • Perform other related duties as assigned.

Qualifications

High School diploma or equivalent and two (2) years of direct customer service experience determining client eligibility for social service programs in the public or private sector. *AA degree or equivalent college credits can substitute for one year of work experience.

  • AA degree or equivalent coursework applies to sixty (60) credits for the semester system or ninety (90) credits for the quarter system.

  • Desirable Qualifications

Experience working with a diverse population.

Experience working with the homeless population.

Experience determining program eligibility requirements.

Case management experience.

Experience in YARDI Software.

Knowledge of the Housing Choice Voucher Program.

Bilingual

Establish and maintain cooperative working relationships with staff, representatives of local government, program applicants and participants, community-based organizations, and the public.

Screening and Selection Process

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment

Candidates selected from the process will receive a conditional offer of employment contingent upon successful completion of satisfactory reference checks, a post-offer medical examination, and criminal background check. Background check information will be considered in determining the applicant's suitability for the position.

Candidates must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.

Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.

Proof of authorization to work in the United States will be required at the time of hire.

Employment with the LACDA is at-will and may be terminated at any time with or without cause.
