Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California.

Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

The Housing Community Development Representative II independently performs the more responsible, complex, varied and difficult analytical assignments to include providing difficult technical assistance, policy analysis, and research with an emphasis on land use and planning, including Accessory Dwelling Unit (ADU) Law. Responsibilities include but are not limited to, data analysis and research, report preparation, stakeholder outreach, and technical assistance activities. The incumbent also provides policy and legislative analysis, advice, recommendations on housing and community development polices, and actively supports the Department's mission and policy priorities.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of state housing law, land use planning, Accessory Dwelling Law, and/or local housing policies.

  • Research and data analysis experience in the areas of State Housing and Accessory Dwelling Law.

  • Experience with stakeholder and/or public outreach and facilitating events.

  • Experience with permitting, coordination with local jurisdictions, and the California Building Code.

  • Strong communication skills (written, verbal, and inter-personal)

  • Skilled with Microsoft Office software (Word, Excel, Outlook, PowerPoint).

  • Familiar with California State government or other policy-making practices including, the legislative process.
