As a member of the Intervention Core, the housing and community benefits specialist will provide support for a large-scale, multi-site study to reduce opioid overdose deaths. The study will use community engaged methods to unite experts and community stakeholders in using a data-driven approach to narrow service gaps and implement a tailored suite of programs to reduce overdose deaths across Massachusetts. The study will be carried out across sixteen communities throughout the state.

The housing and community benefits specialist will support community coalitions and anchor agencies in providing linkages to specialized housing and related community services including but not limited to transportation, education, childcare, etc., to clients in intervention communities which select this option. These services will include assessment, housing care and community resource planning and implementation, and stabilization care planning and implementation. This person will assume responsibility for working with communities to develop a triage system consistent with the community action plan in regards to managing community systems for pre-tenancy and post tenancy supports. He or she will work to develop new housing investment partnerships and other necessary community resources to meet the need in the intervention communities. The housing and community benefits specialist will draw on his or her own relationships with housing and community resource agencies, and government agencies and work to maintain those relationships and build new ones.

ESSENTIAL RESPONSIBILITIES / DUTIES:

  • Supports communities in developing triage assessment system based on clients' needs and abilities to live independently in housing in order to arrange and coordinate appropriate support services and access available resources.

  • Supports communities in developing a system for clients by developing detailed care plans that will allow them to transition to and maintain permanent housing and maximize independence.

  • Supports communities in monitoring the management of housing specialists and their maintenance of client files in accordance with program and funding requirements, and submitting internal reports as required.

  • Supports community coalitions and anchor agencies in providing linkages to housing and other community resources to meet client needs

  • Monitors implementation of community coalition activities in this area and provides support for timely strategy adherence

  • Acts as a liaison with all BMC and other referral programs and creates new housing partnership opportunities to be used by our patient population.

  • Maintains excellent record-keeping. Uses consistent, clear, concise and effective written and oral communication with study staff. Complies with department and hospital protocols when sharing/documenting relevant client care data.

  • Participates in staff meetings and other meetings as needed. Participates in ongoing team building and cultural competency training programs and follows all hospital procedures regarding patient confidentiality, hospital infection control and safety

  • Provides advocacy leadership by identifying and tracking opportunities or threats in pending state, federal or city legislation or regulation that would impact the hospital or the health status of its patients.

  • Prepares and deliver summaries of relevant potential policy changes to internal audiences including hospital leadership and clinical groups. These may be written, oral or power point summaries.

  • Travels between and within the 8 intervention communities across Massachusetts. Flexible to work evenings and weekends when required.

  • Conforms to hospital standards of performance and conduct, including those pertaining to patient rights, so that the best possible customer service and patient care may be provided

  • Follows established hospital infection control and safety procedures

  • Must adhere to BMC's RESPECT behavioral standards

  • EDUCATION:

Bachelors in related field, Masters of Social Work or related field strongly preferred

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

N/A

EXPERIENCE:

Minimum 5 years' relevant work experience, may include time spent in a graduate program. Management of housing services experience strongly preferred. Experience working with substance use disorder populations preferred.

Assist with the development and management of Health & Wellness programs and initiatives. Administers the MCCP program, COBRA notifications and wage salary histories. Provides project management, benefits administration and customer service for the Benefits and Wellness team. Essential Tasks of the Job Manages the day to day functions of DOT drug and alcohol testing program in accordance with DOT regulations as well other Non-DOT random drug and alcohol testing programs, including post-accident, reasonable suspicion and return to duty testing. Performs pool audits on a quarterly basis by adding and deleting employees as necessary and maintaining accurate pool spreadsheets. Provides vendor with quarterly updated testing pool participant lists. Works with appropriate manager to coordinate and schedule testing appointments for all CDL, Non-CDL Random, post-accident and reasonable suspicion tests. Coordinates logistics of on-site and clinic testing by reserving appropriate rooms, notifying appropriate managers, providing directions to nurses and scheduling testing timeframes with the needs of the operational units in mind. Tracks test results and follows up with vendor if results are not received in a timely manner. Informs appropriate management staff of test results. Reschedules employee testing as necessary. Reviews, reconciles, monitors and codes invoices. Ensures that proper notification and testing protocols are adhered to at all times. Sends appropriate forms/paperwork and necessary information to vendor and clinic. Leads vendor selection process and assists with managing contracted vendor. Maintains accurate recordkeeping. Manages the tracking of Health & Wellness Incentive Program participation and completion. Collects enrollment forms and enrolls employee via eP. Tracks program requirements via eP. Responds to and assists employees with questions about the program and/or requirements. Sends out year-end notifications to participants with a status of their requirements. Works with the wellness team on planning, researching and marketing of all wellness programs. Assists with generating reports and metrics. Processes request for payment for individual donations and for Authority matching contributions to charities. Ensures policy is adhered to. Prepares wage and salary histories to document salary changes over the course of an employee's Massport career and furnishes this information to the appropriate Retirement Office. Responds to requests of former or current Massport employees with interest in buying back service time. Provides necessary salary and assignment information and distributes accordingly. Confers with Payroll, Workers Compensation, and the Benefits Specialist to gather the necessary information to prepare the Application for Withdrawal of Accumulated Total Deductions form for the Massport Retirement Office. Determines appropriate COBRA rights letter and generates initial notification and inserts (rate sheet, application, life insurance conversion form etc.) Produces payment vouchers for individuals making COBRA payments. Provides COBRA payments to the Treasury Department and maintain file for HR. Provides customer service and follow-up on COBRA requests and elections. Furnishes COBRA payment memos to the Benefits Analyst for use in updating the monthly COBRA tracking spreadsheets and for submission to General Accounting and Accounts Receivable. Follows up with employee regarding non-payment and/or late payments or cancelation of coverage. Verifies COBRA participants are enrolled and terminated in a timely fashion. Provides general administrative support to Benefits and Wellness team. Assists team with annual open enrollments, open house and health and wellness fair. Assists with open enrollment information sessions, employee walk-ins and mailings. Provides customer service and information to employees regarding benefits, programs and services offered by Human Resources. Attends off-site meetings conducted by the Group Insurance Commission. Prepares catering and purchase requisitions as requested. Conducts new employee Benefits Orientation as needed. SECONDARY TASKS: Performs other duties as assigned as directed by the Deputy Director, Benefits & Wellness and Chief Human Resources Officer. Job Requirements and Qualifications EDUCATION LEVEL: Bachelor's Degree required preferably in Business Administration, Human Resources Management or a related field. EXPERIENCE IN RELATED FIELD: 3-5 years' experience in human resources required preferably in benefits administration, wellness or drug and alcohol compliance. UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS: Proficiency in Microsoft Word, Excel, Outlook and PowerPoint required. Proven ability to work independently and effectively as a team member. Excellent communication skills, both written and oral, including presentation skills. Ability to set priorities and work under pressure to meet deadlines. Demonstrated project management and organizational skills to handle multiple projects at one time. Ability to handle sensitive information and maintain confidentiality in all assignments. Ability to interact effectively and skillfully across all levels of the Authority, contractors, and third-party vendors.
