This full-time project, Health Services Consultant 4 (HSC4) is anticipated to be funded through June 30, 2025, and depending on additional funding availability it may be extended significantly.

Are you passionate about promoting transparency in healthcare finance and ensuring equitable access to quality care for all?  The Office of Community Health Systems is seeking a dynamic individual to join our team as the Hospital Financial Reporting Lead for our Charity Care Program.

Contribute to greater data transparency and quality, informing efforts to develop health policy by providing information necessary for analysis of health care issues.  Help chart a course for the program during a period of growth and change, as we respond to recent legislation that requires additional hospital financial, charity care, and community benefit reporting.

As the Hospital Financial Reporting Lead within the Charity Care Program, you will serve as a technical expert to:

  • Ensure the integrity, accuracy, and timely completion of hospital financial and charity care reporting requirements.

  • Evaluate, monitor, and analyze community hospital data and produce reports and visualizations that display trends in charity care, health care utilization and financial trends over time.

  • Lead complex policy activities such as rulemaking, legislative implementation, and bill analysis, including responding to information requests from a variety of internal and external partners. This position is responsible for preparing standard and ad hoc reports for internal and external partners.

  • Serve as the lead technical specialist and expert for the Hospital Financial Data Repository (HOFIDAR), to ensure continuity of database functionality.

Responsibilities include, but are not limited to:

  • Managing hospital financial reporting including collecting and maintaining data, such as Year-end Financial; Quarterly Financial; Quarterly Charity Care; Community Health Needs Assessment; Community Health Improvement Services; and Audited Financial Statements.

  • Lead and technical expert for hospital onboarding, report submittal user accounts, adherence to state reporting requirements, enforcement of non-compliant reporters, audits and resolves data submission errors, manages data validation and logic rules and monitoring data imports from hospital staff.

  • Lead for the development, testing, and implementation of specifications for HOFIDAR (hospital financial reporting) database applications and upgrades. Planning and overseeing integration of new and existing reports. Managing the process for maintaining data collection tools.

  • Analysis and dissemination of financial data; producing data visualization.

  • Development and implementation of rules, policies, procedures, and interpretive statements.

Essential Requirements & Qualifications

Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

  • Option 1: Eight (8) or more years of experience working in- bookkeeping, accounting, or financial analysis.

OR

  • Option 2: A bachelor's degree or higher with major study in accounting, finance, economics, business management, health care administration, public administration, or closely allied field; AND Three (3) or more years of experience working in bookkeeping, accounting, or financial analysis.

AND (for BOTH the above options):

  • Two (2) or more years of experience working in hospital/healthcare administration, public health, or allied field.

  • Proficient in Excel functions that support processing and analyzing data, including data sorting and filtering, table creation and manipulation, conditional formatting, and use of basic to intermediate complexity formulas.

  • Working knowledge of generally accepted accounting principles (GAAP) and the preparation and analysis of financial statements.

Desired Skills & Preferred Experience

  • One or more years of experience analyzing and interpreting financial data, 

  • Experience with interpreting laws and/or public policy.

  • Familiarity with data visualization creation tools.

The division of Health Systems Quality Assurance (HSQA) is responsible for the oversight of Washington State's health care delivery system which includes licensing and regulating over 470,000 health care professionals and 12,000 facilities. HSQA also works closely with communities and local health partners to build strong health systems and prevention programs across the state to help ensure communities have affordable access to quality health care.

This position is a highly visible, outward-facing role and the person in this role represents the Department of Health's Office of Community Health System when working with facilities on hospital financial reporting requirements. The Charity Care Program is one of several key functional areas in the Office of Community Health Systems.

Work Location & Flexibility

The incumbent may be located anywhere within the State of Washington. For this hybrid position, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed for meetings and training.  We anticipate the incumbent will work at the Tumwater office 1 day quarterly.
