BRIEF DESCRIPTION:
The purpose of this position is to manage the HOME and CDBG grant programs. This is accomplished by supervising and providing direction for CDBG and HOME programs, explaining and interpreting rules, regulations and guidelines, preparing administrative guidelines, monitoring program productivity, scheduling staff and assigning tasks, preparing program budgets, descriptions, reports, agenda items and public notices, verifying transactions, monitoring expenditures. Other duties include interacting with local, state and federal officials, and preparing and submitting required reports.

2 S Manages the operations of the division by planning and directing activities, monitoring funded activities, answering questions and inquiries, designing and implementing monitoring processes, explaining and interpreting rules, regulations and guidelines, preparing and monitoring budgets and expenditures, entering program data, providing technical assistance, and preparing and submitting regular reports.
3 S Reviews and audits programs by completing annual reviews of overall activities and grant sub-recipients, reviewing monthly compliance of CDBG and HOME activities, reviewing monitoring procedures, and completing related audit functions.
4 S Interprets and explains federal guidelines by assisting sub-recipients with explanations, communicating with local, state and federal agencies, assisting sub-recipients in program development, attending training sessions and developing positive interagency relationships.
JOB CLASSIFICATION REQUIREMENTS:
Formal Education Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
