BRIEF DESCRIPTION:

This position implements the minor and emergency repair programs and provides technical assistance and guidance for applicants, realtors, program contractors, local agencies and staff. This is accomplished by assisting with the completion of the application process, meeting with homeowners, realtors and contractors to discuss program requirements and solutions to problems, providing information concerning program guidelines and federal standards, inspecting properties, overseeing contractor's work, preparing inspection reports, developing work write-ups and cost estimates, working with vendors on repairs and payments, and ensuring compliance with all local and federal regulations and building codes.

Code Essential Functions


1 L Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice.

2 L Provides technical assistance for emergency and minor repairs by conducting detailed and thorough property inspections; locating and documenting property on flood maps; verifying appraisal district information; photographing properties and conditions needing repairs; working with realtors and owners to explain program guidelines, federal regulations, property standards, and required seller repairs; generating accurate repair cost estimates; completing initial and final inspection reports; developing clear work write-ups for needed repairs; and studying and ensuring compliance with building codes and all federal requirements and regulations that impact the program.

3 L Assists first time homebuyers and minor/emergency repair program applicants in completing applications, answering questions, and explaining the property inspection process and repair requirements; communicating with realtors to coordinate inspections, property access and program requirements; generating clear, understandable summary reports of inspection results; keeping detailed records and producing accurate reports of program activity and accomplishments; completing federally-required documentation, and effectively implementing the repair programs to meet production goals.

4 S Completes administrative tasks by offering assistance and guidance to callers and visitors; providing information about available programs and applicant requirements; consulting and with working with outside agencies and city departments on program information and referrals; and researching and studying information including federal regulations, program requirements, lead-based paint rules, environmental regulations, and locally-adopted building codes to ensure program and regulatory compliance.

5 L Maintains contractor lists by recruiting new contractors when needed; evaluating contractor qualifications and verifying references; processing client and contractor applications; providing technical assistance and guidance to ensure contractors produce good work; visiting work sites to monitor contractor progress, quality, and compliance with building codes and work write-ups; conducting Davis-Bacon field interviews; and developing and maintaining good working relationships with the contractor base.

Formal Education Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
