Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary

The Housing Neighborhood Rehabilitation Program Manager oversees the City's Housing Rehabilitation Programs, ensuring their ongoing success. The Program Manager supervises the Neighborhood Stabilization rehabilitation staff and operations, including programs like SafeHome, Lead Safe and Healthy Homes, and the Emergency Repair Program, along with other assigned special programs and projects. The Neighborhood Stabilization Program Manager is responsible for all aspects of program management, program review and development, program monitoring and funding source compliance.

Major Duties and Responsibilities

Supervise a team of rehabilitation specialists, administrative support and lead paint outreach personnel involved in more than 100 projects annually. Develop and implement new programs to address emerging needs and changing housing conditions across Charlotte.

Collaborate with the city's technology team to develop user friendly tools and platforms for program participants. Develop and utilize excel spreadsheets to analyze rehabilitation data. Ensure compliance with city policies, federal regulations and standards for various programs and funding sources.

Develop, maintain, and leverage partnerships with internal partners across the city, as well as external partners such as United Way, Atrium Health, and Duke Energy. Utilize resources and partnerships to advance the city's Anti-Displacement strategy and. Operationalize the Staying in Place model to help residents connect to programs, resources, and other forms of support to help them stay in place as neighborhoods change over time.

Assign workloads and review projects for key milestones and project completion. Provide comprehensive reports to leadership on rehabilitation pipelines and programs. Utilize critical thinking and data analysis to assess the outcomes and impact of rehabilitation programs, presenting recommendations for programs and process enchantments. Knowledge, Skills & Abilities

Experience in independently managing complex community service programs and overseeing multiple staff members. A thorough understanding of the housing rehabilitation process.

Extensive knowledge of HUD funding requirements. Experience with federal crosscutting requirements, including Environmental Review, Historic Preservation, Section 3, and Davis Bacon. Strong Proficiency in Microsoft Word, Excel, Outlook Exceptional organizational, planning and time management abilities.

Must have a valid driver's license and the ability to obtain City driving authorization. Self-motivated, ability to work well in a team-based environment, requiring minimal supervision with effective interpersonal skills. Strong analytical, critical thinking and problem-solving abilities. Effective communication skills, both verbal and written.

Preferred Qualification

A four-year degree, preferably supplemented by courses in public administration, housing development, finance, community development or real estate. Understanding of building science/healthy housing principles General Contractors license Building inspection training/certification Lead safe work practices training/ certification. Bilingual (Spanish/English) preferred, but not required.

Minimum Qualifications

High school graduation or equivalent and seven years relevant work experience, OR Associate's Degree and five years relevant work experience, OR Bachelor's level degree and three year relevant work experience, OR Master's level degree and one year relevant work experience.

Conditions of Employment

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
