POSITION SUMMARY:

The HMIS Manager and Data Analyst plays a leadership role in the coordination and evaluation of homeless services using the Homeless Management Information System (HMIS) and the Comparable Database for Victim Services, as required by the Continuum of Care of Homeless Services (CoC), under the leadership of the Office of Community Partnerships. This position is responsible for the management of the County's HMIS/Comparable Database (including software configuration, report creation/generation, and user support and training) And will provide data, interpret trends, and assist with development of strategies and deployment of resources that prevent and end homelessness.

$30.92 - $34.84

CLASS DESCRIPTION:

Performs intermediate professional level technology and communication services work under general supervision from an administrative or technical superior.  Work includes administering data bases and developing data processing systems and computer programs for user departments; providing intermediate level computer programming, software maintenance and systems design; and writing, updating or revising, and documenting programs.  Work also includes interacting with user department personnel; software vendors developing systems performance specifications; and estimating resource requirements based on functional specifications. Include the following. Other related duties may be assigned.

  • Manage the HUD mandated HMIS (Homeless Management Information System) database for Howard County's homelessness response system (CoC) to ensure it meets the needs of the CoC and complies with all Federal, State, and Local requirements.

  • Partner with the Coordinated Entry System staff to create and implement goals, client needs assessments, prioritization workflows and other functions of the CoC.

  • Administer HMIS to collect data, track services, report on client progress, service delivery and CoC effectiveness, and other analyses for all Office of Community Partnerships programs.

  • Guide the CoC board and committees in developing and implementing strategies for using data to evaluate progress toward homeless services benchmarks and goals.

  • Develop performance benchmarks and reports for the CoC Board and committees.

  • Analyze data and report on trends related to system and program performance, racial disparities, and other identifiable inequities in the homeless response system.

  • Provide HMIS technical support for new and current users within homelessness services/homelessness prevention agencies and conduct regular HMIS end user trainings and forums to understand and address user needs, concerns, and progress.

  • Administer HUD HMIS data standards and Howard County HMIS policies.  to ensure they are being met by participating agencies. Monitor and enforce HUD data quality requirements and timely data entry.

  • Generate reports for federal, state, and county governments to support continued funding for current programs, and/or request funding for new programs.

  • Plan and coordinate the HUD mandated annual Point-in-Time Count of all people experiencing homelessness in Howard County.

  • Participate in local, state and federal homeless advocacy groups and special projects that utilize HMIS (HUD Point in Time Survey, HUD Housing Inventory Count, HUD LSA reporting, Howard County Plan to End Homelessness, etc.).

  • Work closely with the Department's Grants Managers and Data Analyst to provide data necessary for program development, management, and new initiatives.

  • Participate in activities related to Emergency Management as requested, including work outside normal business hours.

SUPERVISORY RESPONSIBILITIES:

Directly supervises staff as assigned. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Bachelor's Degree and one (1) year related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Bachelor's degree and experience with HMIS database management within a HUD designated Continuum of Care.

Familiarity and knowledge of services and interventions that end and prevent homelessness.

Understanding of HUD HMIS Governance responsibilities including expectations regarding the CoC, HMIS policies and procedures, end user participation, use of comparable databases, and privacy and security policies.

Familiarity with HUD's e-snaps, Sage, HDX, and HDX2.0, including Stella-P and Stella-M systems.

Ability to interpret data and identify and report on trends.

Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.

Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.

Proficiency in virtual platforms and use of technology for human services delivery.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Class C Maryland Driver's License or equivalent issued by state of residence.
