Under the supervision of the Director of Communicable Disease, provides leadership for HIV/AIDS and STD Prevention and Control Activities. Plans and implements comprehensive HIV/STD prevention programs.
Actively engages community partners to promote HIV/STD education and prevention. Responsible for Departmental fulfillment of HIV and STD Program accreditation requirements. Identifies and pursues grant opportunities to enhance and/or advance HIV/STD public health issues.
Collects, analyzes and distributes data to internal and external groups. Supervises STD staff and provides technical assistance to department staff, community agencies, and the general public.1. Develops HIV & STD testing guidelines, policies, and procedures for the department in
accordance with state and federal standards.
2.Updates forms, manuals and documentation annually. Ensures adherence to the Public Health
Code and accepted standards of practice.
3.Collaborates with community agencies on issues involving HIV & STD and coordinates program
activities with health professionals in the community.
4.Serves on agency and community committees to provide information on HIV & STD.
Participates in the assessment of prevention and care needs. Provides advice on public health
programs, policies and procedures to both the department and community.
5.Provides individual HIV/STD counseling, testing and follow up.
6.Responds to complaints of person reported as "health threats to others." Collaborates with
multiple entities to monitor client compliance and follow up.
7.Ensures the client records are kept confidential and meet department and HIPPA standards.
Educates clients and families on their rights as related to privacy.
8.Supervises HIV & STD programs and staff.
9.Provides annual training information for new and re-certifying HIV Counselors. Maintains
roster of HIV Counselors, ensures staff providing CTR have met MDCH requirements, and
provides certification and re-certification data to MDCH/HAPIS.

not include all of the tasks this employee maybe expected to perform.)Education: Possession of a Bachelor's Degree or equivalent from an accredited college or
university with major course work in nursing, public health, behavioral science, sociology,
psychology or related field.
Experience: Minimum of three years of medical counseling or education is required. At least one of
those years must be working with HIV or STD prevention in a community program. Experience
with the basic principles of budget preparation and administration preferred.
Other Requirements: Valid Michigan driver's license.
