Position Title: Medical Benefits Coordinator Hourly Rate: $22.00

Pay Grade: C-2 FSLA: Non-Exempt

Division: Infectious Disease Prevention Union Status: Non-Union

POSITION SUMMARY:

With minimal supervision, carries out assigned responsibilities of the HIV Program. Duties include assisting with medical benefits/insurance enrollment, providing training and education, tracking region wide benefits/insurance enrollment, processing invoices for out-of-pocket medical costs, and stratifying viral load suppression data.

SUPERVISION EXERCISED:

Provides no direct supervision of Health Department staff.

SUPERVISION RECEIVED:

The position is mostly self-directed with general supervision by the HIV Program Manager.

ESSENTIAL FUNCTIONS:

  • Functions as the medical benefits and insurance expert for subcontracted case management agencies and other subcontracted providers. Provides ongoing regional training and support, develops educational tools, and assists in system wide problem resolution.

  • Monitors, tracks, and communicates enrollment, reenrollment, and approval/denial status of all regional Ryan White clients.

  • Assists clients with enrollment into the appropriate health benefits/insurance home and develops targeted outreach for clients without insurance/benefits.

  • Receives and processes applications for the Benefits Assistance Program, including eligibility determination, and communication/coordination with regional clients, case managers and medical providers.

  • Oversees and processes invoices for the Ryan White co-pay and co-insurance program while establishing and maintaining working relationships with medical providers.

Job Requirements

JOB REQUIREMENTS AND QUALIFICATIONS:

Requires cultural competence in working with a diverse population, including, but not limited to individuals of all races, ethnicity, age, gender, sexual orientation, and background. Prior to or upon hire, must successfully complete and pass Federal and State Certified Application Counselor (CAC) training and any subsequent continuing education. Requires the ability to establish and maintain respectful working relationships with program funders, medical providers, subcontracted agencies, and other community-based organizations. Must be able to develop and implement program policy and defend decisions tactfully. Requires working knowledge of Microsoft Word, Excel, as well as the ability to quickly adapt to the program's client level database.

  • AND-

Requires a Master's Degree from an accredited university in behavioral science, social science or a health-related field with one (1) year of full-time experience in a health-related field. Experience in HIV care services and a working knowledge of IL Medicaid and Medicare is preferred,

  • OR -

Requires a Bachelor's Degree from an accredited university in behavioral science, social science, or a health-related fiend with three (3) years of experience in a health-related field. Experience in HIV care services and a working knowledge of IL Medicaid and Medicare is preferred.

ESSENTIAL PHYSICAL/COGNITIVE ABILITIES

  • The ability to sit, flex, stand, reach, and bend.

  • The physical strength to lift, carry, and transport materials/equipment are equivalent to thirty (30) pounds.

  • Visual acuity, auditory ability, and clear written and verbal communication ability.

  • Manual dexterity and the ability for data input into various computer programs.

  • The ability to maintain professional behavior at all times.

SPECIAL REQUIREMENTS

  • Must reside within St. Clair County, IL or be willing to relocate to St. Clair County within six (6) months from hire date.

  • A valid Illinois Driver's License.

  • A dependable automobile for use in position if needed.

  • Auto insurance in effect with at least the minimum limits of liability as outlined and required by the State of Illinois.

  • The ability to work necessary hours to meet the position requirements including evenings and/or weekends as assigned.

  • May require provision of services at off-site locations.

  • Adherence to all local, state, and federal regulations pertaining to OSHA guidelines.

  • Health Department employees:

  • Must be current on CDC Healthcare Personnel Vaccine Recommendations, which include Hepatitis B, MMR, Td/Tdap, Varicella (chickenpox) and Meningococcal if over 65. Influenza and COVID vaccines are recommended and encouraged, but not required at this time and maybe subject to change.

  • Are required to have a TB test upon hire and at separation of employment.

  • All employees must adhere to the St. Clair County Personnel Code.

  • Position contingent upon continued grant funding.
