This position leads and directs all health information management functions, services and systems for an assigned area, and is responsible for the achievement of the business unit(s) goals in targeted unbilled accounts receivable, designated quality outcomes in coding, transcription services, records and electronic records system usage and maintenance, and facility Health Information Privacy and Portability Act compliance. Is responsible for successfully managing the operational and administrative activities of Health Information Management Services (HIMS).
Conducts planning. Plans work processes, process improvements and the use of new technology for the facility(s) health information management.
Conducts analysis of key processes, HIMS and clinical staff usage of records systems, and customer satisfaction. Makes plans and recommendations. Brings innovative and synergistic ideas by evaluating the effectiveness of emerging computer technologies, local economic and regulatory changes.
Acts as a member of both the facility leadership team and the company HIMS and Care Transformation leadership teams in conducting strategic planning. Works with information technology internal staff and vendors to develop and manage information systems, database applications and reporting functions.
Directs the operations of the transcription and medical record editing services, coding and abstracting, deficiency management and record completions, release of information, electronic medical records database management, record processes and privacy protection.
Manages Information Systems. Acts as the subject matter expert for electronic medical records functional usage and records requirements.
Monitors the compliance of physicians and clinical staff with electronic medical records and health information management system required processes; takes corrective action as necessary. Continually builds and maintains a complete understanding of hospital system software and database systems as they relate to hospital billing and HIMS functions that result in efficient and effective processes and produce desirable outcomes such as reduced unbilled accounts receivable (hospital-based and home-based coding). Provides administrative direction and implementation of interfacing departmental programs. Assists clinical departments with point-of-service charging/coding programs and maintenance of local Charge Description Masters.
Manages policies and procedures. Formulates and ensures implementation of Health Information Management policies and procedures that create compliance with federal, state and local regulatory guidelines and minimize risk regarding the companys assets and interests.
Provides policy and procedural updates and education for facility staff. Serves as the facility leader for Health Information Portability and Accountability Act mandates, initiates/coordinates Patient Privacy Event processes of investigation, follow up, documentation and reporting.
Provides financial management. Analyzes coding processes and results; works with facility leaders to develop and manage work processes that expedite the speed and correctness of patient billing.
Provides evaluation and improvement of the accounts receivable portfolio. Plays a key role in the realization of facility and system cash goals by developing processes, researching issues, educating staff, and creating facility goals and measures with the management of the facility and system revenue cycle. Is responsible for the development, preparation, maintenance and adherence to annual departmental budgets.
Monitors the department schedule to insure appropriate staffing levels at all times, while remaining within budget guidelines. May prepare business plan(s) for capital requests for major expenditures.
Directs the selection, training and performance management of Health Information Management Services staff. Provides leadership, goal identification and methodologies by which staff may achieve competencies and in a timely manner and targeted quality of service.
Motivates the staff to provide the highest level of service and performance, and maintains on-going positive communications with patients, staff, physicians and other third parties to provide information or resolve issues. Provides for skills development and leadership development of staff.
This position serves as Custodian of Medical Records. Gives depositions and represents the company in court proceedings as required by subpoenas and court orders. Works with Risk Management and Counsel to provide timely response in litigated matters, and to ensure adherence to judicial proceedings (i.e.: subpoenas, depositions, court orders, search warrants).
Must possess a strong knowledge of business and/or healthcare as normally obtained through the completion of a bachelors degree in business, healthcare administration, or related field. Must have completed the educational requirements toward accreditation with the American Health Information Management Association.
Must possess a strong knowledge and background in health information and management systems as normally demonstrated through three or more years of HIMS professional and/or leadership experience. Must have highly developed leadership skills, interpersonal skills and the ability to work collaboratively in a matrix model.
The incumbent must possess a thorough knowledge of computer applications and their applicability to the health care environment.
Experience with, and a current professional and technical knowledge of to electronic medical records systems in a healthcare system. Accreditation as a Registered Health Information Administration or Registered Health Information Technologist in an active status with the American Health Information Management Association is preferred. Additional related education and/or experience preferred.
