Non-exempt; full-time; 40 hours per week; Summer: Monday

  • Thursday; 6:00 a.m.

  • 4:30 p.m.; Winter: Monday

  • Friday; 7:00 a.m.- 3:30 p.m.; full benefits

This skilled position is responsible for performing the complex repair and maintenance activities of roadways, roadside appurtenances, storm drainage systems, bridges, traffic signs or signals. Direction may be given to assigned Highway Maintenance Workers. Direction may be received from Assistant Foreman and other higher management classifications. Supervision is received from the assigned Foreman.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Operate, repair and maintain equipment such as ten ton and tandem axle dump trucks, bucket trucks with lifts up to 75 feet, herbicide spray trucks, street sweepers, road side mowers, boom mower tractors, rollers, rubber tire loaders, back hoes, gradall, track hoes, graders, skid loader, etc

  • Perform light maintenance and safety checks on equipment; as required, make minor field repairs and adjustments

  • Operate various equipment during winter weather operations to pre-treat roadways and plowing snow

  • Repair and maintain pavements to include pothole patching, skin patching, mechanical base repair, spot paving, grinding, trench paving, asphalt and concrete application, etc.

  • Repair and maintain stormwater drainage such as culvert replacement, roadside mechanical and non-mechanical pipe and ditch cleaning, manual shoulder grading, gravel road grading, sidewalk repair, etc.

  • Vegetation maintenance such as weed abatement and vegetation removal; roadside chemical weed and pest control; native plant restoration and maintenance, ground and aerial tree trimming, etc.

  • Remove litter and debris from roads and stormwater drainage canals; remove and dispose of hazardous objects from roadway (large animal, etc.

  • Operate power tools such as augers, chain saws, tampers, blowers, hedge trimmers, weed eaters, welding equipment, pneumatic tools such as jackhammers, drills, and masonry tools

  • Fabricate, design and implement traffic control plans and signage using the manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways

  • Perform maintenance on traffic signals such as general preventive maintenance, upgrades to traffic control software, repair and/or replacement of hardware and components that operate traffic signals

  • Perform routine maintenance on bridges such as inspection, replacement of deck panels and components, pressure wash and seal structures

  • Operate hand held GIS point identification unit

  • Utilize computers, laptops, handheld data devices and other technology to send and receive work assignment information; operate web or software based computerized maintenance management systems

  • Prepare and maintain operating records and other reports relative to the assigned work

  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

HIGHWAY TECHNICIAN I REQUIREMENTS ($22.46 per hour):

  • Possession of a valid Commercial Class B driver's license, with possession of air brake and tanker endorsements NOTE: an E Restriction is acceptable

  • Minimum 3 years of work experience operating or maintaining heavy equipment or performing road maintenance/construction duties

  • Minimum 1 year work experience driving a commercial vehicle

  • Successful completion of OHSA Outreach Training Program 10 hour construction industry training, or ability to obtain within 6 months of hire

  • Minimum 1 year work experience in at least one of the following areas:

  • Utilizing printing/drafting software, excel software

  • Operating backhoes, road graders, Gradall, bucket truck, sweeper truck or pipe jetter equipment, with the ability to pass a driving/performance test developed by DHO to demonstrate operation proficiency

  • Performing elevated tree trimming work activities which may include the use of the bucket truck or an elevated work platform

  • Welding, cutting and grinding work experience for bridge repairs

Current CPR and First Aid certification or ability to obtain both certifications within 6 months of hireHIGHWAY TECHNICIAN II REQUIREMENTS ($24.02 per hour)

  • Possession of a valid Class A Driver's license, with possession of airbrake and tanker endorsement NOTE: an O or E Restriction is acceptable

  • Minimum 5 years work experience in highway road maintenance/construction

  • Minimum 1 year work experience driving a commercial vehicle

  • Possession of MD Sediment & Erosion Control certification

  • Successful completion of OHSA Outreach Training Program 30 hour construction industry training, or ability to obtain within 6 months of hire

  • Possession of one of the following:

  • 2 years experience working on complex bridge repairs from fabricating to placement of bridge parts

  • 2 years experience in a skilled trade such as a Stone Mason or Brick Layer

  • Possession of Traffic Control Technician certification

  • Possession of Pavement Marking Technician Certification with the ability to maintain

  • Possession of MDE Tree certification with 2 years experience performing elevated tree trimming activities which may include the use of the bucket truck or an elevated work platform

  • 2 years experience and successfully pass a driving/performance test developed by DHO to demonstrate proficiency in operating at least 2 of the following: Backhoes, Road Graders, Gradall, Track Hoe, bucket truck, sweeper truck, or Pipe Jetter

Current CPR and First Aid certification or ability to obtain both certifications within 6 months of hireHIGHWAY TECHNICIAN III REQUIREMENTS ($25.71 per hour) :

  • Possession of a valid Class A Driver's license, with possession of airbrake and tanker endorsement NOTE: an O or E Restriction is acceptable

  • Minimum 7 years work experience in highway road maintenance/construction

  • Minimum 1 year work experience driving a commercial vehicle

  • Successful completion of OHSA Outreach Training Program 30 hour construction industry training

  • Possession of two of the following:

  • MD State Welders certification

  • Minimum 3 years experience in a skilled trade such as Stone Mason or Brick Layer

  • Successful passing of the driving/ performance test developed by DHO to demonstrate expertise to operate 3 of the following: Backhoes, Road Graders, Lowboy, Gradall and Track Hoe, bucket truck, sweeper truck, and Pipe Jetter

  • Possession of International Municipal Sign Association (IMSA) Level 1 and Level II Traffic Signal Maintenance certificate (or pass a test developed by Frederick County)

  • Possession of Traffic Control Supervisor certification

  • Possession of Pavement Marking Technician certification with ability to maintain this certification

  • Possession of MD Tree certification with an additional one year performing elevated tree trimming activities which may include the use of the bucket truck or an elevated platform

  • Possession of Maryland Pesticide Applicator certification in Right of Way Spraying issued by the Maryland Department of Agriculture

  • Successful completion of the practical examination offered by the DHO showing the ability to accurately set pipe for culvert replacement in line and grade using a laser level

  • Minimum 1 year experience in the manufacture of salt brine utilizing both the fixed brine equipment and the self-contained trailer mounted unit

Current CPR and First Aid certification or ability to obtain both certifications within 6 months of hireKNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Ability to operate various Highway equipment including but not limited to tractor mowers, roller, skid loaders, fork lift, one-ton dump trucks in a safe and effective manner

  • Considerable knowledge of traffic and safety rules and accident prevention

  • Considerable knowledge of procedures and techniques required in application of thermo-plastic road markings

  • Considerable knowledge and skill in the safe operation of trucks and other motorized equipment under all types of weather conditions

  • Considerable knowledge of potential hazards related to truck and equipment operations, with ability to effectively apply appropriate safety precautions

  • Considerable knowledge of State and County laws and regulations pertaining to the installation of traffic signs

  • Considerable knowledge of roadwork related materials (e.g. stone, blacktop, etc.)

  • Considerable knowledge of tools, materials, and equipment used in the fabrication, installation and maintenance of traffic signs, including knowledge of basic computer skills used in an automated fabrication process, along with the ability to learn and accurately enter data into the Sign Inventory System

  • Ability to operate computerized system to manufacture salt brine to required specifications

  • Ability to effectively plan and direct the work of others

  • Ability to operate aerial lift bucket truck and have successfully completed the Division of Public Works aerial lift training

  • Ability to effectively read blueprints, diagrams, and operation and maintenance manuals

  • Ability to efficiently spread materials at a specified depth while truck is in motion (tailgating)

  • Ability to make minor repairs and adjustments to vehicles and equipment, with ability to recognize more serious mechanical problems in order to arrange for prompt repair and avoid safety hazards

  • Effective spoken and written (English) communication skills and accurate math skills, with ability to properly complete forms/reports and perform related clerical duties

  • Ability to develop and maintain effective working relationships with co-workers and the general public

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly walking, moving, traversing, climbing, stooping, kneeling and crouching; frequently lifting up to and over 50 pounds, pushing and pulling up to and over 40 pounds, reaching, making repetitive motions and driving; and occasionally crawling

  • While working in this position, the employee is required to constantly work outdoors, walk on uneven ground, is exposed to dirt, dust and noise, work near machinery and is required to wear protective equipment; frequently work in hot temperatures (above 100 degrees) and cold temperatures (below 32 degrees); and occasionally work at heights and is exposed to chemicals and fumes.

  • Physical requirements include the ability to climb ladders and rough terrain, to use tools and equipment such as those listed above and to perform heavy manual labor for extended periods of time in any weather conditions.

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • This position is considered "essential," therefore, the employee must be available on-call for snow removal, critical maintenance and emergency situations

  • Required certifications and licenses must be maintained throughout employment. Loss of required certification and/or license may result in position downgrade or termination

  • This position is subject to post-accident, reasonable suspicion, return to duty and random drug and alcohol testing
