This position is located in a within FMCSA's Western Service Center in Lakewood, CO. The specialist initiates civil penalty collection procedures, negotiates settlement of enforcement cases, and prepares and processes non-contested settlement agreements and consent orders on enforcement cases. Provides expert technical advice, assistance, and research regarding the preparation of enforcement documents, recommends alternative enforcement methods, evaluates enforcement cases, and provides recommendations regarding the agency's position during settlement hearings.
This is an ideal position for a mission-focused safety professional. Excellent interpersonal skills are required, including the demonstrated ability to relate to all types of personalities in a challenging, sometimes contentious, atmosphere.

The Highway Safety Specialist (Enforcement Program Specialist), you will:
Provide technical advice and assistance to FMCSA Division Office and Service Center personnel over a multi-state geographical area, including offering expert interpretations of highly complex data, legislation and regulations, procedures, requirements, advancements and/or approaches.
Provide coordination, liaison, negotiation and consultation for the Federal civil penalty program, within the geographical area covered by the Service Center. Initiate civil penalty collection procedures and settlement agreements on Notices of Claim. Evaluate cases for legal sufficiency and assist in evaluating cases for criminal investigation referral.
Assist in developing procedures and standards within enforcement related programs which facilitates accomplishment of the program and technical assistance role of the Service Center.
Participate on intra-agency task force to furnish expert advice and representation. Participate in special activities/efforts with external transportation organizations.
Occasional travel - Some travel is required.

CONDITIONS OF EMPLOYMENT:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience interpreting, modifying and developing guidelines.
Experience providing guidance and interpretation of motor carrier regulations and policies.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
