Job Summary:

This position will patrol and respond to traffic incidents such as crashes, lane blockages and HAZ MAT spills that obstruct roadways. In addition, this position shall be an active part of the Incident Response Unit (IRU) and shall initiate Traffic Incident Management (TIM) principles on incidents that slow or impact the flow of traffic. This position will align with the TIM Program. Additional duties could be to respond to requests from AZDPS or other law enforcement agencies for events such as President of the United States (POTUS), furnerals, etc. that require working knowledge of traffic closures and the development and use of National Incident Management System (NIMS) and Incident Action Plan (IAP)'s. Performs broad scope of high level highway operational duties that include the Patrolling specific areas, operation of motorized vehicles and equipment utilized in highway maintenance with Federal, State, County or private contractors, pavement care and preservation, roadside shoulder restoration and repair, delivery of equipment and materials, snow removal operations, permit compliance, work management reports, inventory and features tracking, data entry, contract oversight, environmental compliance, vehicle and equipment maintenance.

Job Duties:

  • Pro-actively patrols and responds to calls from the Traffic Operations Center (TOC) in designated freeway areas for the purpose of removal of debris and vehicles that block lanes.

  • Engages in traffic incident management strategies consistent with TIM and the Manual on Uniform Traffic Control Devices (MUTCD).

  • Assist IDO Central District with minor repairs to signes, guard rail, storm damage and landscaping issues.

  • Report damage to roadway and freeway infrastructure under the jurisdiction of ADOT. Assista with special events such as funeral processions and POTUS visits.

  • Completes reports for documentation of services provided and those required by ADOT.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Understanding of the TIM program and its timeline and quick clearance laws.

  • Working knowledge of ICS and how it applies to Traffic Incident Management (TIM).

  • Requisite knowledge of policies and procedures, scene and perimeter Temporary Traffic Control (TTC) concepts and devices, roadway types and lane designations as well as traffic flow and patterns.

  • Knowledge of systems and materials used by ADOT in order to minimize and mitigate infrastructure and personal damage to private and commercial vehicles.

  • Knowledge of use of communications equipment to include but not limited to: two way mobile and portable radio and cell phone.

  • Knowledge of principles and practices of highway operations as applied to traffic incident management.

  • Knowledge of Google Suite Programs.

Skills in:

  • Demonstrate they are capable of setting standard taper/tangent closures consistent with MUTCD standards.

  • Implement traffic control measures, recognize the need and type of resources to stabilize the incident and then manage those resources to ensure safe, effective traffic management around a scene.

  • Skill in written and oral communication; in interpersonal relationships.

  • In communicating with traffic incident management team members, the public and other agencies.

  • In handling difficult situations with the public and hazards.

  • In management and leadership.

  • In organization and prioritizing work element and traffic incident/control.

Ability to:

  • Ability to conduct an incident initial size-up based upon roadway types, lane designations, roadway geometrics and establish command.

  • To set closures with little to no direct oversight.

  • Ability to identify and document roadway or highway damages and incident geometrics as well as properly fill out work orders and insurance damage reports.

  • Ability to use various communication devices, donn and wear approved PPE during incident response operations.

  • Ability to establish Temporary Traffic Control (TTC) devices and equipment.

  • Monitor and adjust any TTC measures at a traffic incident given a TIM Area or a TTC problem or changing conditions and working within a Unified Command System to make necessary adjustments to the traffic plan.

  • Ability to write or print, understand basic math concepts and interface with people on all levels.

  • Traffic Incident Management Training

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
