General Summary:

This position will serve as a HIE Clinical System Analyst in the implementation, build, analysis, testing, training, go-live support and maintenance of health information exchange (HIE) applications. Coordination with OnePartner clients, management, vendors and other departments would be required as will the ability to use critical thinking, prioritize assignments and open issues. Demonstration of excellent customer service and physician orientation is a critical personal characteristic of this position.

Main Responsibilities:

  • Participates in onboarding discussions with OnePartner HIE clients.

  • Provides clinical expertise in mapping local vocabulary codes to standard baselines in the HIE.

  • Offers clinical expertise in creation of test plans for OnePartner clients.

  • Confers with committees (EMR/HIT), IT teams, and vendors to access training needs and determine training objectives.

  • Provides subject matter expertise in support of the creation and refinement of various training materials for OnePartner HIE applications and delivery processes; recommends changes, updates, and refinements to training process and materials.

  • Develops and performs training of HIE applications for OnePartner clients.

  • Performs training of HMG applications (i.e. Allscripts PM, Allscripts Enterprise EHR, e-mail) as necessary.

  • Assists in testing of "hot fixes" and upgrades. Conduct training for all upgrades and new version releases.

  • Provides HIE application on-site support for OnePartner clients.

  • Assists in the creation of user accounts for HIE applications.

  • Monitors applications for issues, troubleshoot and correct as needed.

  • Provides demonstrations of HIE applications for potential or current OnePartner clients as necessary.

  • Collaborate with QA and internal IT partners as necessary.

Education/Experience/Knowledge:

  • Associates or Bachelor's Degree in Nursing or Health Informatics required.

  • Clinical Experience in Healthcare, at least 2 years preferred.

  • Knowledge of acute and/or ambulatory departmental operations is essential.

  • Strong analytical and critical thinking skills along with an ability to listen to concerns and requests of clients and develop a plan of action beneficial to all parties.

  • Understanding of new trends in clinical information systems, able to apply technology to the clinical and physicians services area.

  • Training experience and knowledge of application testing procedures, desired

  • Proficiency in Excel, Outlook, Word, PowerPoint.

  • Knowledge of healthcare business systems and Electronic Medical Records preferred

  • Experience and/or understanding of ICD-9, ICD-10, and CPT desired.

  • Technically inclined with Strong Written and Oral Communication & Organizational Skills

Physical/Mental Demands:

Combination of walking, sitting, standing, bending, reaching, and lifting. Must be able to lift up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Occasional stress from balancing multiple tasks.

The individual in this position is responsible for providing assistance that includes testing, design, maintenance, trouble shooting and analysis. The individual in this position will communicate effectively with assigned departments, management, and third party vendors to lead efforts to continuously improve and/or enhance applications and support current and/or future systems. The Application System Specialist II consults with users to identify current operating procedures and to clarify program objectives as well as provides assistance in the formulation of procedures and best practices for users of applications. This position works closely and consults with the IT Project Manager on a daily basis. Main Responsibilities: * Determine and document current workflows and design future workflows based on systems enhancements. * Investigate release notes for future system upgrades and be prepared to make recommendations to Management. * Work alongside Infrastructure Team for network changes that affect access and/or functions within systems/applications and to become knowledgeable/be able to support hardware that applications are running on. * Troubleshoot daily end user issues that are communicated via Help Desk tickets. * Complete daily maintenance tasks that are needed to maintain correct data/information in their respective system. * Communicate system changes with other members of the applications team that might have adverse effects on other supported applications. * Consult with system users to identify current operating procedures and clarify program objectives * Present recommendations to management and end users (stake holders) for all changes needed to support upgrades. * Provide end user and vendor support for designated software applications * Review, analyze, and modify systems as needed including performing testing, debugging and installs to support application systems. * Provide assistance in the formulation of procedures and best practices for users of applications * Document to describe program development, logic and corrections as necessary * Fulfill multiple roles throughout the development, implementation, management, and on-going support of all client systems * Collaborate with users and other IT teams to maintain, develop and deploy the best solutions to ensure high level of customer service * Responsible for successful project delivery and customer satisfaction * Prioritize, plan and coordinate activities across various initiatives * Track progress of projects and maintenance activities and report to supervisor * Be available to support, trouble shoot, implement, and/or launch initiatives at all hours including but not limited to normal business hours * Individual will be required to take after hours call support on a predetermined after-hours call rotation schedule * Ensure to raise all issues to the appropriate level Education/Experience/Knowledge: * AS/BS in Computer Science or related field preferred. * Must be proficient in Excel * Must be proficient in understanding of networking fundamentals, VPNs, IPs, and ports * Experience with SMAL and CCOW desired * Experience with config files, DNS, SQL, N-Tier Application Design, Network Shares, scripting etc. required * Demonstrated project management leadership, with ability to work in a team environment and access other technical resources (human and mechanical) as needed * Excellent organizational, communication, interpersonal, and time-management skills with the ability to multi-task and prioritize own work * Has knowledge of commonly-used concepts, practices, and procedures within Healthcare * Experience with Allscripts Touch Works, Allscripts Enterprise Practice Management, Orchard's Harvest, Philips Software, and GE's Centricity Group Management strongly preferred * 3+ years' experience in Healthcare required * Able to assist and/or mentor Application System Specialist I Physical/Mental Demands: Combination of walking, sitting, standing, bending, reaching, and lifting.
