Overview:

The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor-based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator-based neutron source.

Together these facilities operate 30 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences! The Plant Life Extension Manager of the Research Reactors Division (RRD) reports to the Director of RRD. In this role you will directly support the Director of the HFIR Upgrades Project Office and be responsible for management of various HFIR upgrade project efforts. This includes efforts such as the HFIR Beryllium Reflector Replacement (HBRR) and Cold Source Helium Refrigeration System Replacement maintenance projects. This position is also responsible for the planning and management of HFIR facility strategic reliability improvements to ensure short-term and long-term operations are achieved. This responsibility includes identifying and communicating HFIR resource needs for future reliability improvements.

Major Duties/Responsibilities:

  • Provides support for maturity of the RRD Reliability and Risk Management Program to ensure long-term safe, reliable, and efficient HFIR operations.

  • Support will center on the effective implementation of the Division's long-term plans for plant life extension, performance monitoring of equipment, and continuous equipment reliability improvement.

  • Propose and implement improvements using targeted reliability principles (i.e., graded approach) that are aligned with RRD's objectives and resources.

  • Collaborate with the HFIR Upgrades Project Office to develop a vision, plan, and budget for HFIR upgrades, ensuring continued mission delivery through the next century.

  • Works closely with the HFIR Upgrades Project Office in planning, preparation, and execution of the HBRR and the HFIR Pressure Vessel Replacement (PVR) Project.

  • Manages Integrated Work Plan (IWP) activities required for the plant life extension by identifying required resources and schedule priorities.

  • Collaborates on future instrument science facility design and construction/installation activities for HFIR buildings, grounds, or systems (e.g., Cold Guide Hall Extension project, neutron instrument suite upgrades, Melton Valley multi-site improvements).

  • Ensures compliance of all RRD procedures with division, lab and all applicable guidelines for configuration control, safety analysis, conduct of operations, and ESH&Q program requirements, including the Integrated Safety Management System.

  • Responsible for providing leadership to RRD and matrixed personnel involved in the HBRR maintenance project and PVR project efforts through good communication and promoting teamwork.

Basic Qualifications:

  • A BS degree in an engineering related field with at least 12 years of related experience including a minimum of 5 years supervisory or management experience.

  • Ten or more years nuclear plant experience.

  • Strong technical background in project management, ESH&Q, conduct of operations, quality assurance, configuration management, and related fields.

Preferred Qualifications:

  • At least 5 years of nuclear experience at a research reactor facility, such as HFIR.

  • Experience with design and maintenance activities in a nuclear reactor operating environment.

  • Experience working in a leadership role providing direction to technical teams.

  • Familiarity with applicable codes and standards, such as ASME Boiler and Pressure Vessel Code, ASME B31 piping codes, ASME Y14.5M Dimensioning and Tolerancing, and ASME NQA-1 Nuclear Quality Assurance.

  • Understanding of the regulatory programs which define the HFIR work environment, including DOE Orders pertaining to the conduct of operation and maintenance at nuclear facilities, and applicable OSHA requirements.

Special Requirements:

  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
