Under the general supervision of the Streets Supervisor with direction from the Crew Leader, the Heavy Equipment Operator I operates a variety of heavy and light construction equipment in the maintenance, repair, and construction of City streets, roadways and alleys. Participates in general maintenance and labor activities as necessary for timely completion of projects and work orders.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions:

  • Digs, hauls, sets rebar and forms, pours and finishes concrete.

  • Hauls and operates heavy and light equipment to and from assigned worksites.

  • Sands roads and streets in icy and snowy weather.

  • Performs maintenance on City streets, roadways, curbs and alleys by operating heavy equipment and machinery such as trucks.

  • Fills potholes with asphalt, sealing cracks in the streets, utilizing roller to seal and even asphalt distribution.

  • Conducts safety inspections of vehicles and equipment, sets up barricades, cones and road signs, and wears protective and safety gear as indicated for the work assignment.

  • Prepares, gathers and transports tools, materials, supplies and equipment necessary to complete work assignments.

  • Assists Crew Leaders other crew members to complete work orders in a safe and timely manner.

  • Cleans and repairs work site upon completion of construction, and repair projects.

Other Important Duties:

  • May be required to assists in the setup, teardown, and cleanup for special events and meetings.

  • Required to work on-call, some evenings and some weekends.

  • Travels to attend meetings and training.

  • Performs other related duties as assigned.

  • Regular and consistent attendance for the assigned work hours is essential.

Required Knowledge and Skills:

  • Knowledge of maintenance and repair techniques for a variety of heavy and light equipment.

  • Knowledge of construction and installation methods and practices of area of assignment.

  • Knowledge of occupational safety and health regulations, practices and procedures for area of assignment.

  • Knowledge of City policies and procedures.

  • Skill in effective oral and written communications.

  • Skill in following oral and written directions related to area of assignment.

  • Skill in planning and organizing materials, supplies and equipment necessary to complete assigned tasks.

  • Skill in effectively providing assistance and instruction to work crews.

  • Skill in following occupational safety and health procedures.

Education, Experience, and Certifications:

  • High School Diploma or G.E.D., and one (1) year heavy and light equipment operation and street maintenance and repair experience or equivalent combination of education and experience.

  • Must pass a pre-employment drug screen, physical agility test, criminal background check and MVR check.

  • Must possess State of Texas class "A" CDL Driver's License.

Environmental Factors and Conditions/Physical Requirements:

  • Work is performed outdoors at work site and construction environments.

  • May be subject to exposure to extreme weather conditions, confined spaces, trenches, hazardous chemicals, fumes, air and water borne pathogens.

Talking 1- expressing ideas by spoken word.

Handling - picking, holding, or working with whole hand.

Talking 2 - shouting to be heard above ambient noise.

Hearing 1 - perceiving sounds at normal speaking levels, receive information.

Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.

Visual Acuity 2 - color, depth perception, field of vision.

Kneeling - bending legs at knee to come to rest at knees.

Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.

Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.

Visual Acuity 4 - operate motor vehicles/heavy equipment.

Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.

Visual Acuity 5 -close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.

Pulling - use upper extremities to exert force, haul or tug.

Walking - on foot to accomplish tasks, long distances, or site to site.

Work Environment      

Work performed is primarily:

Heavy work: Exerting up to 100 pounds of force occasionally,

and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Equipment and Tools Utilized:

  • Equipment utilized includes heavy and light construction equipment including back hoes, graders and dump trucks, trailers and department vehicles, hand and power tools, and blue stakes of marked utility lines.
