The purpose of this classification, under general supervision, is to operate a wide variety of heavy trucks and complex automotive equipment and/or machinery. Employees in this classification operate all other trucks, equipment, and/or machinery as directed.

Position performs highly skilled work and generally functions as part of the work crew in completing construction and/or water utility projects for the City. Position is responsible for operating such equipment as applicable to assigned department. Performs related work as required.

Drug Screening

NOTE: This position requires a drug screen. If applicant did not receive drug screening upon initial hire with the City, applicant will be required to submit to drug screening prior to accepting this position.

Minimum Qualifications

Education, Training and Experience -

High school diploma or GED; supplemented by minimum two (2) years previous experience involving safe and effective operation of heavy equipment, to include a backhoe, skid steer, gradall and/or menzi spider excavators.

SPECIAL REQUIREMENTS

Requires possession of a Florida Commercial Driver's License (CDL) Class "B". Must obtain and maintain a Florida Commercial Driver's License (CDL) Class "A" within six (6) months of employment or placement into position.

Possession of or ability to obtain an FDEP Water Distribution Operators License Level 3 within eighteen (18) months of employment or placement into position depending on area of assignment.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of descriptive data and information, such as maps, diagrams, and operating procedure manuals.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.

Functional Reasoning: Requires ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties that are often characterized by frequent change.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds.

Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.

Environmental Factors: Tasks may risk exposure to extremes in temperature and weather conditions, dusts, pollen, strong odors and/or smoke, and strong and/or toxic agents/chemicals.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has working knowledge of the methods, procedures, and policies of the City of Daytona as such pertain to the performance of the essential duties of a Heavy Equipment Operator.

Has thorough knowledge of principles and practices of safe and effective operation of heavy and complex automotive equipment operation, as applicable to assigned department. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies.

Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Quantity of Work: Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Dependability: Assumes responsibility for completing assigned work.

Completes assigned work within deadlines in accordance with directives, policy, standards, and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human, and conceptual areas.

Attendance: Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to upper management with respect to vacation time and leave requests.

Initiative and Enthusiasm: Maintains an enthusiastic, self-reliant, and self-starting approach to meet job responsibilities and accountabilities.
