Healthcare PMO Subject Matter Expert

Key Role:

Provide program management subject matter expertise for an Acquisition Category (ACAT) I Major Automated Information System (MAIS) program for a DoD Electronic Health Record (EHR) system. Maintain responsibility for providing technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and implementation advice on moderately complex problems that require an appropriate level of knowledge of the subject matter for effective implementation. Apply principles, methods, and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in program management, and engineering and other scientific applications to arrive at automated solutions. Assist others with analysis and evaluation and prepare recommendations for system improvements, optimization, development, and maintenance efforts in information systems architecture, networking, project and operations scheduling, telecommunications, automation, communications protocols, risk management and electronic analysis, software, life cycle management, software development methodologies, and modeling and simulation.

Basic Qualifications:

  • 5+ years of experience with project management, including the application of technical analysis for highly specialized applications and operational environments

  • Experience with IT systems

  • Ability to determine effective solutions to problems with minimal direction and in short time frames

  • Ability to analyze and evaluate information, and provide recommendations to government leadership for system improvements, optimization, development, or maintenance efforts

  • Ability to obtain a security clearance

  • MA or MS degree required

Additional Qualifications:

  • Experience with DoD preferred

  • Experience with healthcare in civil or military environments preferred

  • Possession of excellent problem-solving skills to address technical problems in program management, engineering, and other scientific applications

  • Public Trust clearance, preferred

IDS International is seeking Interagency (IA) Subject Matter Experts (SMEs) to support training exercises at the National Training Center Training (NTC) in Ft. Irwin, California on a rotational, as-needed basis. Trainers may be based anywhere in the US, as travel to and accommodation at training center locations is provided for the assignment period (typically 1-3 weeks). SMEs will serve as role players during combat training exercises and are critical in improving the overall combat effectiveness of US Military personnel. SMEs will utilize their expertise to simulate and potentially help develop scenarios to mimic planning, coordination, synchronization, and integration between US Military and various agencies/organizations during combat operations. Desired Expertise: * DoJ/DoS/USAID: Rule of Law Advisor/Host Nation MoIA Advisor (SECRET Required) * DoJ/DoS/USAID: Public Diplomacy Advisor * USAID FSO: General Development Advisor/OFDA * Foreign Service Officer: Senior POL or POL-MIL * Ambassador/Undersecretary Level Advisor * Public Affairs Officer * Defense/Army Attaché: Represent the US Embassy and /or Host Nation * Weapons of Mass Destruction (WMD) Advisor (SECRET Required) * CIV/CIA/DOE/DIA/MIL: All Sources Intelligence Analyst/Advisor/HUMINT asset (SECRET required) * PSYOP/MISO Advisor (SECRET Required) * United Nations: UNHCR * DoJ/DEA/FBI Advisor: Represent Law enforcement agency present at US Embassy Required Qualifications * Middle management level understanding of Interagency * Five (5) years of experience in IA operations, practical knowledge in IA operations, and operational experience with civilian agencies Additional Requirements: * Ability to spend extended periods of time outdoors in tactical field conditions in the NTC Range Complex or other training ranges in all seasons * Ability to maintain appropriate level of physical endurance and health to operate in austere tactical field conditions under simulated combat operations for extended periods of time * Ability to operate for extended periods of time under tactical field conditions and under the life-support conditions of the Soldiers in the exercise * Ability to ride in tactical and non-tactical vehicles wearing appropriate personal protective equipment IAW CTC safety policies * Ability to tolerate being in the vicinity where training ammunition or pyrotechnics are being employed with great frequency and little to no notice Qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, sexual orientation, gender identity, disability or protected veteran status, and any other characteristic protected by federal, state, and local law.
