About the Department of Child Services: Mission: The Indiana Department of Child Services leads the state's response to allegations of child abuse and neglect and facilitates child support payments. In addition, the Local Office Director will participate in regional child welfare practice decisions. This role is expected to integrate and embed a learning environment inclusive of all staff, and a culture and climate of respect towards children, families and staff alike. The Local Office Director will partner with a variety of internal and external partners to successfully carry out the mission of the agency. A Day in the Life: The essential functions of this role are as follows: * Oversees the management of local office operations; * Establishes and/or communicates and interprets policy and objectives to supervisors and staff that is inclusive, respectful and adheres to the vision, mission and core values of the Department; * Identifies management and organizational opportunities and provides training and development opportunities to staff; * Interacts with the community by attending meetings, serving on committees, and giving presentations to interested groups; * Integrates services with those of other organizations to provide seamless services to children and families; * Sets goals and objectives for child welfare management to ensure the safety, wellbeing and permanency of children in a timely and efficient manner; * Analyze, interpret and utilize child welfare data and metrics to inform decision making; * Ensures effective monitoring and accountability of staff to meet the best interest of children specifically for direct reports, and ensures accountability of the direct reports to set similar goals and objectives for the staff they supervise; * Designs strategies to work with and recruit foster parents; * Implements state policy goals locally and autonomously without losing the main objective or the original meaning of the goals; * Develops strategies that promote and reinforce the agency practice model considering client and employee interactions; The job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. Concentration in Business Administration, Child Development, Counseling and Guidance, Economics, Education, Health Care, Home Economics, Law, Psychology, Public Administration, Social Sciences, Social Work, or Sociology preferred. A combination of experience and accredited graduate training in any of the above areas may be considered. What You Need for Success: * Extensive knowledge of public relations and communication theory and practice; * Extensive knowledge of the programs, organizations, functions, mission, core values and operational goals of the Department of Child Services (DCS); * Extensive knowledge of federal, state, and local government operations; * Extensive knowledge of Indiana State laws, policies, and procedures that apply to DCS services and programs; * Excellent verbal and written communication skills; * Broad knowledge of human service delivery systems; * Broad knowledge of change management and conflict resolution; * General knowledge of the operation of state and local community and advocacy groups; * Sound knowledge of employee relations, engagement techniques and solutions; * Ability to establish and maintain cooperative working relationships with a wide range of internal and external stakeholders and representatives; * Ability to address the public, special interest groups, and organizations in open forum; * Ability to solve complex problems; * Ability to effectively prioritize and manage multiple high profile cases or emergency projects/situations; * Required to possess and maintain a valid drivers' license, independent reliable automobile and appropriate automobile insurance coverage at all times. * The Indiana Department of Child Services is a drug free workplace.
