Our Housing and Community Development (HCD) Division is seeking a skilled and enthusiastic individual to join the team as a Health Through Housing (HTH) Deputy Manager, Special Projects Manager I. This position will support operations and policy development for the Health Through Housing Initiative while ensuring the Initiative complies with the HTH Implementation Plan. The paramount goal of the HTH Initiative is to create and provide ongoing operations support to 1,600 units of affordable housing for households experiencing or at risk of chronic homelessness while reducing the profound racial and ethnic disproportionality in the countywide homeless population.

HCD is looking for an experienced manager with excellent project management skills and a background working with in affordable housing, homelessness, or housing stability services. The ideal candidate will have experience supporting the operations of a multi-million dollar social services or government program. To succeed in this role, the successful candidate must be able to work in collaboration with internal and external stakeholders to achieve HTH Initiative goals.

Job Duties

SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:

  • Manage overall operations and performance of the HTH Initiative, including policies and practices related to real estate agreements, HTH team operations, evaluation, data collection, stakeholder coordination, and internal/external operations and systems.

  • Coordinate with King County Facilities Management Division (FMD) on real estate agreements and operator contracts including drafting amendments and executing contracts.

  • Draft HTH policies and procedures that align with HTH's housing first model, local, state, and federal laws, HTH implementation plan, HTH contracts, and other relevant requirements.

  • Lead day-to-day operations of the HTH initiative, which includes managing the HTH budget with support of the HTH Section Manager.

  • Ensure execution of strategic vision and continuous alignment with the adopted Implementation Plan, including leading decision-making around evaluation and communications strategy.

  • Co-manage special projects such as annual reporting, investment monitoring, transmittals, public records requests, and responses to media inquiries.

  • Implement and hold accountability to legislative commitments, including coordinating and co-managing evaluation-related activities with contractors and internal HTH staff

  • Provide information and advice to the HTH Manager, HCD Director, and DCHS leadership in the planning, development, and operation of HTH and keeps the HTH manager informed on the status and progress of operations of HTH.

  • Work with community-based organizations and housing providers contracted with King County to operate the HTH sites.

  • Coordinate with internal stakeholders including the King County Facilities Management Department, DCHS fiscal, Performance, Management, and Evaluation, government relations, and communications staff, DCHS Behavioral Health and Recovery Division, and the King County Executive's Office to establish program measures and data collection, focusing on analyzing and adjusting for racial and ethnic disproportionality impacts.

  • Provide fiscal oversight on how HTH funds are spent and managed.

  • Supervise approximately three to five staff members.

  • Prepare reports and presentations for County Council, DCHS leadership, and other stakeholders.

  • Based on the HTH Implementation Plan, create county processes to ensure compliance with the Plan, local, state, and federal statues, and bond requirements.

  • Apply an equity and social justice mindset to all aspects of the work in partnership with team members, other Division and DCHS staff, and internal and external stakeholders.

  • Travel as needed to HTH sites located throughout King County.

  • Apply project management skills to successfully complete program deliverables.

  • Collaborate with teammates to develop reports, presentations, and educational material in an effective and time-sensitive way.

  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

  • At minimum of four years of experience managing complex program operations, preferably related to affordable housing, housing stability, homelessness, or other housing-related social services or legal aid.

  • A minimum of three years of supervisory experience, including managing teams engaged in social services, legal aid, affordable housing development, or behavioral health services,

  • Experience managing government funding sources.

  • Demonstrated experience implementing programs from inception to completion, including program design and planning, implementation, data and evaluation, and program closeout.

  • Experience working effectively with elected officials, including both one-on-one and in a committee environment.

  • Demonstrated ability to build consensus and facilitate collaboration among team members, community members, policymakers, and other stakeholders.

  • Demonstrated exceptional communication skills, both written and verbal, for different audiences and communication needs, including the ability to work with people of various cultural backgrounds, and communicate complex policy topics to a general audience.

  • Are highly organized with a demonstrated ability to succeed in a fast-paced dynamic environment, work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs, and meet deadlines.

  • Demonstrated ability to research best practices; gather qualitative and quantitative data; and analyze, synthesize, and draft reports summarizing findings.

  • Demonstrated analytical and problem-solving skills.

  • Demonstrated experience applying equity and social justice principles and practices.

  • Can work independently and as part of a diverse team.

  • Proficiency in Microsoft Word, PowerPoint, Excel, Outlook, and web-based research methods.

Desired Qualifications:

  • Experience working collaboratively with community members and elected officials on complicated and potentially controversial projects, including demonstrated success in creating solutions that address policy objectives and community concerns in Washington state

  • Experience managing a diverse team in a dynamic, fast paced environment.

  • Experience working in affordable housing, homelessness, housing stability, or similar work in Washington state.

  • Experience working with communities disproportionately impacted by housing disparities.

  • Familiarity with King County-specific affordable housing issues.

  • Experience either working for a local government/public agency or an organization that works on housing development, homelessness, and/or other social issues in the Puget Sound region.

ADDITIONAL POSITION INFORMATION:

  • This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • The work associated with this position will be performed or conducted through a combination of teleworking, onsite, field work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday

  • Friday, 8am

  • 5pm.
