The Health Systems Specialist (VERA Coordinator) position is located in the Financial Management Service and reports to the Eastern Kansas Health Care System Chief Fiscal Officer. This full-performance level position performs analysis and advisory assignments related to the effectiveness of Veterans Equitable Resource Allocation (VERA) system and the Medical Center Allocation System (MCAS) at Eastern Kansas

Responsibilities

Major duties include but are not limited to the following:

  • Conducts detailed analysis of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.

  • Extracts data and monitors and analyzes VERA reports and provides Executive Leaders, Clinical Managers and other interested staff with regular updates regarding our standing in the myriad of VERA components.

  • Works closely with the VISN VERA Coordinator, VISN Data Team, and others.

  • Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.

  • Maintains and monitors an integrated reporting system using MCA data and works closely with the MCA Staff at the VISN.

  • Develops and recommends new methods, organizational structures, and management processes.

  • Provides written and oral reports on the impact labor and supply mapping, and clinic set up will have or is having on VERA and MCAS revenues, uncluding analysis methodologies findings, conclusions, and recommendations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible analytical, administrative, or clinical management supervisory experience in the Health Care field. This work may have been performed in an operating health care facility or higher organizational echelon with advisory or direction authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative clinical or other service activities and provided knowledge of the following:

  • ?VHA healthcare delivery operating programs and the interrelationships among these programs.

  • Facility policies and procedures, terminology, and resources.

  • Data extraction techniques, data and statistical analysis techniques, methods of problem definition and analysis, and interactive database manipulation.

  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

  • Qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs and the relationships of administrative support activities.

You will be rated on the following Competencies for this position:

  • Knowledge of Health Care Delivery Operating Programs

  • Knowledge of capitation budget models used in Health Care

  • Knowledge and ability to use qualitative and quantitative analytic techniques

  • Knowledge and ability in data extraction, analysis, and presentation

  • Knowledge of Managerial cost Accounting System and related system interfaces

  • Ability to communicate with staff at many different levels of the Health Care System.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work will involve standing, sitting, walking, and is performed in a typical office setting. Travel to either EKHCS campus (Leavenworth, KS and Topeka, KS) and to other facilities within the VISN may occasionally be necessary. Most activities will be performed at a computer terminal.

There is no educational substitution at this grade level.

Must have visual acuity sufficient to continuously note changes in patient condition (breathing, color, skin integrity) and to read a thermometer, sphygmomanometer dial, IV pump, and other instruments. Must be able to read information on a computer screen and use computer. Must have hearing acuity sufficient to auscultate BP, hear verbal instructions and communication, respond to emergency alarms, and answer the telephone. Must be able to concentrate on moderate details with frequent interruptions, attend to specific functions for 10-25 minutes, remember multiple tasks and assignments over an 8-12 hour period, and understand and relate specific ideas and concepts. Must be able to deal effectively with stress, patients, families, healthcare providers, multiple tasks, noise, interruptions, and emotional loss, and to work cooperatively with other members of the interdisciplinary team while maintaining a pleasant and professional demeanor. Must be able to travel to and access patient homes where conditions may be adverse due to weather, environment, or patients lifestyles.
