Summary

The United States Marshals Service is the nation's oldest and most versatile federal law enforcement agency. The missions of the Service include protection of the judiciary, court security, witness security, asset seizure and forfeiture, apprehension of fugitives, prisoner transportation and custody.

HUMAN RESOURCE DIVISION/ARLINGTON, VA

Responsible for the oversight of Employee Health Programs for the USMS offices located throughout the U.S., Guam, Puerto Rico, and the Virgin Islands.

Responsibilities

Duties include but are not limited to the following:
Developing, drafting and implementing policies and practices for the administrative implementation of the Medical Program, applying specialized principles and practices of healthcare management to coordinate direct control of programs and resources.
Providing program analyses to support of senior level/ inter-agency working groups associated with organizational strategic planning, establishment of corporate metrics, and benchmarking of best practices.
Developing and implementing policies and procedures, and establishes relationships within the USMS and with other Federal agencies in order to consistently interpret and clarify regulatory guidance for USMS District operations.
Overseeing the maintenance of USMS Medical Program health records and employee files in order to ensure the confidentiality, privacy, and safeguarding of documents that are specifically protected by statute (Health Insurance Portability and Accountability Act).
Reviewing, updating, and coordinates implementing policies and procedures, administrative and operational guidelines, and information/training documents.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

GS-13:

Specialized Experience: Applicants must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must have at least one year of full-time (12-months) specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties:
Assisting the review of employee health program development and workflow design to ensure program performance and effectiveness;
Resolving special interest or complex issues regarding employee health program and policy;
Participating in the development and drafting of policies and practices for the administrative implementation of a medical program;
Evaluating processes and make recommendations for effective organizational change regarding employee health programs to leadership; and
Analyzing medical program performance data against established metrics, using various statistical tools, and trend measurements to report findings to the organization and field leadership. (Your resume must CLEARLY demonstrate this experience)
