Minimum Qualifications Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.
Non-Competitive Minimum Qualifications (NY HELPS Program):
Health Systems Specialist 1:
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Systems Specialist Trainee 1: A bachelor's degree or higher.
Health Systems Specialist Trainee 2: A bachelor's degree and one year of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
Preferred Qualifications:
Duties Description Strong organizational skills and attention to detail, knowledge of Microsoft Office products; strong writing and verbal skills; and Experience or knowledge of long-term care services, Certificate of Need, or the licensing and certification of Department of Health-regulated facilities.
Additional Comments This position will be a Health Systems Specialist 1 in the Adult Care Facility (ACF) and Assisted Living (AL) Licensure Bureau within the Center for Long-Term Care Licensure, Planning, and Finance. Duties may include, but are not limited to:
Review and make recommendations on applications for ACF/AL licensure and certifications, which include working with applicants to obtain all required information/schedules.
Perform licensure reviews, which includes character & competency reviews. Notify appropriate parties as necessary through the New York State Electronic Certificate of Need (NYSECON) system.
Track through the submission, review, and approval process and provide status reports as requested.
Respond to questions from applicants, consultants, and associations through the Bureau Mail Logs and NYSECON.
Enter all updates/statuses into NYSECON and tracker lists as applicable.
Collaborate and coordinate with other Bureaus, Centers, Regional Offices, and DOH staff as needed.
Attend meetings and provide updates to Supervisor and other management staff as requested.
Other duties as assigned.
