Summary

The Health System Specialist is the fill staff assistant to the Director and the Associate Director at the Veterans Health Care System of the Ozarks (VHSO), Fayetteville, AR. In this specialty the Health System Specialist is a responsible partner of the executive management staff sharing fill, joint and plural management relationships with other staff offices and services. The impact of the mission of this facility on the administrative complexity is very significant to the position.

Responsibilities

Liaisons (indirect supervisor) between the Chiefs of Police Service, Chaplain Service, Nutrition and Food Service, Voluntary Service and other administrative/clinical reporting individuals to the associate director.
Serves as the Acting Voluntary Service Chief and patient advocate.
Serves as Public Affairs officer.
Coordinates of all activities with other medical center programs and activities.
Responsible for developing and implementing organizational structures, operating plans and processes to achieve program goals.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs.
Reviews dissatisfied customer correspondence and/or external concerns and coordinates responses of involved services and/or individuals in a timely manner.
Responsible for coordinating and processing incentive awards.
Assists with the development and coordination of the facility training as assigned.
Serves as the senior management representative on the facilities hazard surveillance inspection resin to ensure compliance with safety regulations, environment of care issues and in preparation of Joint Commission surveys.
Performs other duties as assigned. Work Schedule: Full Time, Monday thru Friday, 8:00 am to 4:30 pm.

Qualifications

MINIMUM QUALIFICATIONS FOR GS-12:
To qualify for this position, you MUST have one (1) year of specialized experience directly related to the position. To be creditable, this experience must have been equivalent to at least the next lower grade level in the Federal Service that is directly related to the position. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. NOTE: Your experience and skills must be detailed in your resume to receive full credit.

PHYSICAL REQUIREMENTS: The employee must be able to travel to local, statewide and nationwide meetings for the purpose of conducting, planning and continuing education. The individuals may also be required to spend numerous hours coordinating computerized data runs and performing data analysis.

The employee will normally work in an office setting; however, visits to all areas of the medical center will be required in the performance of duties. Some travel, both locally and nationally will be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.

VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
