The incumbent serves as a Health Systems Specialist (Patient Safety Officer) in the immediate Office of the Quality Management Officer, Veterans Integrated Service Network (VISN 4) Which consists of 9 medical centers located in Pennsylvania, and Delaware. The incumbent provides advice and support to the medical centers within the VISN, while keeping management informed of significant problems which may arise within the network. Position may be located at any VISN 4 facility.

Responsibilities

  • Serves as a Health Systems Specialist in the Office of the Quality Management Officer, VISN 4.

  • Serves as overall coordinator of programs within VISN 4, including but not limited to patient safety.

  • Provides advice and support to the medical centers within the VISN, while keeping management informed of significant problems that may arise within the network.

  • Supports the Root Cause Analysis process.

  • Reviews and evaluates program elements

  • Consults with facility Patient Safety Managers on local patient safety programs, and develops training plans as necessary to improve operations.

  • Assesses facility patient safety programs in order to provide feedback to National Center for Patient Safety (NCPS) on initiatives needed to enhance/improve the national program.

  • Develops, assesses designs, measures, and evaluates the network Patient Safety Program.

  • Forecasts, develops, justifies, implements, and maintains financial components of the VISN Patient Safety Program to maximize the utilization of network resources.

  • Provides oversight and guidance using knowledge of infection prevention and control, reusable medical equipment and sterile processing.

  • Other duties as assigned.

Work Schedule: Monday-Friday, 8:00 A.M.-4:30 P.M.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assessing patient safety programs; forecasting; interpreting and analyzing data; conducting inspections; coordinating discussions for action plans; collaborates and coordinates system-level changes; report preparation; comprehensive medical terminology knowledge; complex management studies and reviews.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Preferred Experience: Patient safety experience and clinical background/knowledge highly desirable

Physical Requirements:
The work is primarily of a sedentary nature, but does require some walking, carrying light items, etc. The work is typically performed in a business office environment.

Assists in patient safety needs and document appropriately. * Ensures an adequate stock of all necessary equipment and supplies in designated areas at established par levels. * Ensures a clean and safe patient care unit. Assists patients with activities of daily life (bath, feed, play, etc.) and provides other patient care as directed. Assists other staff in examination or treatment procedures including positioning, holding and comforting patients. * Assures all supplies are accurately charged. Contacts pharmacy, dietary, and other departments as designated by the Registered Nurse. * Collects patient specimens (blood, urine, stool, other per policy), paying close attention to patient safety, comfort and accuracy of information. Uses Hospital Information Systems as required for patient care, (e.g. documenting vital signs and patient care activities.) * Accurately relays information from physicians, nurses, laboratory personnel and others.
