Duties

Major duties and responsibilities include:

  • Serves as the principal advisor on issues of an organization compliance for the Health Care system.

  • Develop written policies and procedures and/or memorandums that promote commitment to corporate compliance and address specific areas of risk associated with noncompliance with controlled substance inspections in accordance with VHA Directives and Handbooks.

  • Provides guidance and counsel on the implementation and incorporation of the unannounced controlled substance inspections and compliance with related activities.

  • Provides leadership, advice, and instruction relative to the Controlled Substance Program operations and current analysis of the program.

  • Responsible for ensuring that the facility is compliant with the Office of Inspector General guidelines.

  • Elicits staff surveys, develops monthly/quarterly trending reports, and facilitates the use of auditing tools to evaluate the outcomes from specialized areas for improvement and/to determine weaknesses within the program.

  • Champion awareness of laws and regulations, keeping appraised of current changes that may affect the Health Care System Controlled Substance Program through seminars, training programs, conferences, and personal contacts.

  • Develops procedures for data validation. This objective is to assure accurate, timely, and consistent submission of inspection reports, quarterly statistical data, and end of the year analysis.

  • Develops curriculum in order provide monthly, quarterly and yearly training to Inspectors and Medical Staff Executive Team.

  • Follow-up and investigation of inspection findings and ensuring receipt of adequate corrective action plans from Service Line Managers.

  • Maintaining the inspection rotation schedule in compliance with consecutive inspection restrictions, inspector terms, and competencies.

  • Annual recruitment of CSI applicants, assessment of eligibility, and recommendation for appointment by Leadership; including determination of adequate number of appointees to meet local program needs.

  • Being available as needed to coach an inspection or mentor an inspector.

Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-11 Grade Level:

EXPERIENCE: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Health system Specialist at the developmental level, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the Federal service. Specialized experience is experience where you were responsible for develop written policies and procedures and/or memorandums, providing guidance and counsel, creating staff surveys, develops monthly/quarterly trending reports, developing procedures for data validation, developing curriculum for training, follow-up and investigation of inspection findings, audits information, manages and organizes information, ability to coach an inspection and mentor and inspector. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

COMBINATION: Equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Physical Requirements: The work area is usually an adequately lighted, heated and ventilated office of medical facility setting. The work environment involves everyday risks or discomforts that require normal safety precautions. he work is generally sedentary with some visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders, and medical charts is required. Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
