Summary

This position reports to the Associate Director and represents the Executive Leadership Team (ELT) members in meetings, work assignments, discussions and decisions. The position involves interaction with all levels of Medical Center personnel on a day-to-day basis along with other Federal and non-Federal agencies.

Work consist of projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.

Duties

Duties/Responsibilities include, but are not limited to:

  • The incumbent works with the ELT in matters pertaining to long-term and short-term planning and day-to-day operation of the Medical Center.

  • The incumbent functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices.

  • The incumbent monitors and manages incoming actions and request from initial receipt to completion and closeout.

Administrative Oversight (45% of the time)

  • The incumbent assist the assigned ELT member in planning, organizing, evaluating, advising and coordinating administrative activities.

  • Responsibilities include improvement of productivity, implementation of management controls, and short and long-range planning.

  • He/she will advise top management on matters impacted by programmatic/policy changes.

  • The incumbent manages and coordinates all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related information tools in consultation with communication specialists

  • The incumbent assist with resource allocation decisions to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, etc. To include analyzing and measuring the resource needs and making recommendations based on staffing needs; approving individual expenditures for all non-recurring items; approving and preparing all requests for funding, etc.

  • He/she will perform in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploration of alternative methods of funding to ensure that program objectives are met.

  • The incumbent make appropriate recommendations to top management based on data analysis and findings.

  • The incumbent coordinates Resources Management committee and minutes.

  • The incumbent coordinates events hosted by officials, including town hall meetings with internal staff.

Special Projects/Committees (20% of the time)

  • The incumbent participates and represent the ELT member on Medical Center committees and workgroups and in meetings that support the hospital mission.

  • The incumbent conducts or participates in operational processes, issues topics, or related special projects

Management Improvement Studies (20% of the time)

  • The incumbent develops major organizational proposals that involve extensive analysis prior to recommending significant changes in workforce distribution, positions, and/or functional responsibility.

  • Incumbent use techniques that analyze staff skills, budget impact and cost/benefit.

  • The incumbent analyze individual programs, functions, and organizations at the local and when requested VISN level to determine whether management systems in current use efficiently accomplish objectives and whether they provide controls necessary for sound management.

Quality Improvement/Safety Program (15% of the time)

  • The incumbent assist the ELT, Office of Quality Management (QM) and/or Safety Officer in reviewing and defining performance expectations and accomplishments to ensure adherence to VA and non-VA requirements.

  • The incumbent also ensures documentation and follow-up of continuous improvement efforts.

  • He/she coordinates with QM and the Safety Officer and perform work related to developing and monitoring quality programs, plans, procedures, and methodologies, and/or analyzing quality initiatives and processes.

  • The incumbent analyzes a wide range of processes with long-term goals and results, making use of basic and advanced quality tools to accomplish analysis.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Specialized Experience GS-12:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;

  • Regulations and standards of various regulatory and credentialing groups; and

  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
