Summary

This position is in the Health Professions Education (HPE) Office (HPEO) and is

organizationally aligned and supervised by the HPE Manager, with oversight from the

Designated Education Officer (DEO) who reports to the Chief of Staff (COS). This position

supports the DEO and HPE management for establishing, maintaining, and evaluating

the quality of HPE programs and the quality of care delivered by health professions

trainees (HPTs) at the VA medical facility.

Duties

The HPE Specialist serves in the capacity as the HPT onboarding specialist. The position

works independently and responds to requests for information and guidance from all

levels of the organization. This requires in-depth knowledge of VHA, VISN and facility

clinical and administrative operations, VA, VHA, OAA policy, national databases, and

analytical techniques for systems used by HR, personnel security, IT, and mandatory

training. The position analyzes and synthesizes data from diverse data systems and

sources to cross check, validate and present accurate and relevant information. The

position produces policy documents to provide authoritative responses to inquiries,

develop reports and display information in a variety of formats tailored to the applicable

audience (OAA program office, facility leadership, or academic affiliates). The position

develops and implements systems to inform the DEO and facility managers by providing

oversight and leadership in the areas of HPT processing, management, and training.

The position:

  • Monitors and manages the onboarding and off-boarding activities of HPTs to ensure

each individual HPT is qualified to train at VA, meeting the requirements of the affiliate

training program and requirements for federal employment.

  • Facilitates and validates information for the TQCVL and expedites approval process

from the DEO through the VA Facility Director and verifies information prior to any

HPT's appointment. The position may provide completed onboarding packages to HR

for processing, but subsequent qualification review is not performed.

  • As the SME, trains and guides affiliate staff in completion of the TQCVL including

navigation of multiple data sources such as National Practitioner Data Bank (NPDB),

List of Excluded Individuals and Entities (LEIE), and Selective Service System.

  • Maintains various VA and local databases that consist of information related to HPT

records, training, security background, academic programs, VA transfers, pharmacy

prescribing authorization and licensure.

  • Administers functions to expedite and coordinate the full spectrum of on- and off

boarding services including, but not limited to PIV sponsor, fingerprinting, TMS

account creation and management, electronic medical record access and IT network

account creation. Troubleshoots individual problems, analyzes systems issues, to

develop and present solutions for program and system efficiency.

  • May serve on focus groups, integrated project teams and attend meetings related to

VHA policy and processes, academic affiliations, clinical training, mandatory training,

Cerner transition, and HPT processing.

  • Directs, organizes, and coordinates administrative programs and information such as

HR, personnel security, Office of Information Technology (OIT), and for mandatory

training which support the in-processing of HPTs.

  • Exercises initiative and collaborates across an interprofessional team of personnel

and prioritizes complex and competing priorities.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday- Friday 7:00 to 3:30pm

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Experience that demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities.

Candidates for positions at the GS-11 level must have had 1 year of specialized experience equivalent to at least the GS-9 level.

  • Education: Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required.

Accompanying HPTs through the medical site or clinical training site may be required.

Some work may require walking and standing in conjunction with travel to and attendance

at meetings and conferences away from the worksite. Stamina and concentration to meet

crucial deadlines is required.
