Duties

The Health System Specialist will take initiative to assist with formulating and implementing policies, improve processes to communicate and explain policy, and evaluate the results and outcomes of policy decisions. The incumbent will independently lead a variety of workgroups and committees addressing issues impacting the health care of veterans. The incumbent is involved in developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems, complex data analysis, and/or similar functions of executive management.Major duties and responsibilities include:

  • Develops thorough, administrative, and strategic operational initiatives of the health care system to identify problems, analyze data and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area.

  • Plans, organizes trends, reviews requests for resources, and assists in prioritizing resource allocations.

  • Reviews medical center budget initiatives, subsequent justifications and defends for the clinical and/or administrative services, as needed.

  • Reviews audits and evaluations and develops short-term and long-range plans to address findings.

  • Addresses complex problems arising from quality-of-care issues and consumer complaints arising from individual patients, veterans' groups, congressional offices, and other key stakeholders.

  • Serves as the primary liaison on behalf of all elements of the health care system between the VISN and VA Central Office.

  • Participate and lead complex fact-finding and Administrative Boards of Investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances.

  • Serve as the Employee Engagement Coordinator for the health care system.

  • Coordinates and participates in strategic planning throughout the health care system and with subordinate services and programs.

  • Utilize information gathered from subordinate services to produce decisions, plans and actions that shape and guide the health care systems purpose and activities.

  • Conducts analytical studies on operational processes, issue topics or related special projects.

  • Provides guidance and advise on program specific matters such as handling complex legislative issues, the development and implementation of policy and/or program initiatives, and high level correspondence and protocol issues.

  • Conducts quantitative and qualitative data analysis and summarizes significant results and recommendations to improve services and to promote superior quality care.

  • Develop, draft, and disseminate high level communications.

  • Reviews policies and procedures related to all aspects of health care programs.

  • Leads and participates in taskforce or research groups to analyze problem areas and recommends adjustments to improve existing policy or procedure to achieve desired results.

  • Serve as the Deputy Executive Director's senior advisor on policy matters.

  • Performs other duties as assigned.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-13 Minimum Qualifications: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

(1) Missions, organizations, programs, and requirements of health care delivery systems;

(2) Regulations and standards of various regulatory and credentialing groups; and

(3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical demands such as above average ability, dexterity or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, and meetings.

Work Environment: The work is performed in an office setting. Some occasional travel may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
