This position is located in the Office of Patient Care Services (PCS), the incumbent functions as Executive Assistant to the Nurse Executive. The incumbent uses broad knowledge of administration, planning concepts and VA rules and regulations to formulate recommendations and complete tasks.

Your duties can include but are not limited to the following:
Tracks all Nurse Executive clinical services' performance measures and monitors.
Reviews all Nurse Executive Service budget/FTEE request for completeness and workload justification.
Review Nurse Executive congressional letters for content.
Provide staff support to other PENTAD members for special assignment
Provide back-up to the EA to AD for Finance, AD for Clinical Operations, and Executive Assistant Director.
Work collaboratively with the Executive Assistant to the Director in preparing reports, issue briefs, and other assignments.
Proactively prepares the Nurse Executive for upcoming meetings and/or key issues.
Assist the Nurse Executive with preparing performance rating for all direct reports.
Prepares, analyzes, monitors, and audits Patient/Nursing Services budget with specific emphasis on contracting administration, budget submission, and certification of nursing staff and equipment rentals.
Oversees organizational charts, staffing lists, DSS mapping profile, and recording of approved recruit actions.
Builds and maintains effective partnerships with other services within the facility, vendors, and agency nursing.
Oversight of the Equipment inventory listing and conducting annual inventories and completing reports of survey of missing items.
Other duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Individual Occupational Requirement (IOR). The Individual Occupational Requirement for the Health System Specialist position is:
Specialized Experience: Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the above guidance, you may also possess some examples of specialized experience that include: possessing working experience tracking performance measures, completing reports, action items and composing correspondence, prepares and analyzes patient/Nursing services budgets and (This experience must be documented in your resume).
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Experience in managing contracts and purchasing is preferred.
