Responsibilities

This position will ONLY be open for VHA employees assigned at the VA Puget Sound Health Care System, Seattle, WA

The Deputy Medical Center Director serves as full Associate to the Director, VA Puget Sound Health Care System. VA Puget Sound Health Care System is a Joint Commission accredited complexity level 1-A tertiary health care system, consisting of two divisions, one located in Seattle and one at American Lake near Tacoma, Washington. Currently there are seven Community Based Outpatient Clinics (CBOC) located throughout the Puget Sound region. Of the CBOC's, VA Puget Sound operates two VA-staffed CBOCs and one outreach clinic. A CBOC is located in Kitsap County (Bremerton); Washington (established July 2001) serves the Kitsap Peninsula. An outreach clinic located in Port Angeles (the North Olympic Peninsula) currently operates out of Olympic Medical Center and was established May 2007, and serves Veterans on the North Olympic Peninsula. A VA staffed CBOC located in Mount Vernon, Washington (established July 2009) serves Veterans in the five county regions north of Everett to the Canadian border. Through a 2007 contract with Valor Healthcare, VA Puget Sound operates three CBOCs in King County (Federal Way, Lake City and Bellevue). Through a contract with Sterling Medical Associates, VA Puget Sound operates the South Puget Sound CBOC in Chehalis (established May 2010).

A mobile medical unit (MMU) established in 2008 services rural communities in the South Puget Sound (Aberdeen, Hoquiam and Shelton). The MMU also conducts the Blind Rehabilitation (BR) outreach program, including screening and referrals, serving rural communities throughout the Puget Sound region. VISN 20 Blind Rehabilitation is currently working with Terry Bentley and the Office of Tribal Government Relations for planned outreach visits with the MMU throughout Western Washington spring, summer and fall of FY12.

The Puget Sound Healthcare System is part of VA Northwest Network VISN 20, which includes facilities in Anchorage, Alaska, Seattle, Spokane, and Walla Walla, Washington, Boise, Idaho, Roseburg, and Medford, Oregon. The Puget Sound HCS and the Portland VA Medical Center are the two major referral sites within VISN20.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

SPECIALIZED EXPERIENCE: To qualify for this position at the GS-15 level, you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-14 level) in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;

  • Regulations and standards of various regulatory and credentialing groups; and

  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicants must also possess:

  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and

  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

Physical Requirements:
Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.

Education cannot be substituted for specialized experience at this level.
