Specific Responsibilities:

This is a Health Support Technician position in the Special Supplemental Nutrition Program for Women, Infant and Children (WIC) in Florida Health Palm Beach County

  • West Palm Beach WIC Lactation Center and related community settings. Work is performed under the supervision of the Community Health Workers Supervisor III. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position is responsible for providing basic breastfeeding information and support to new mothers that participate in the WIC Program through telephone contacts and group/individual education. Supports to new mothers includes providing face to face and over the telephone via agency "warm line". Complies with the mandatory requirements in Section 215.422 F.S. and Chapter 3A-24 Florida Administrative Code regarding prompt payment process of special formula.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security policies, protocols and procedures. This position may view, update or release confidential information. This position has access to: FL WISE, Health Management System (HMS), utilizes HMS to complete Employee Activities Reports (EARs), and other systems as required to carry out assigned duties.

Works directly with clients in the WIC Program providing basic breastfeeding information and support to new mothers via face to face, over the telephone via agency "warm line", group and/or individual education. Provide information regarding benefits, how to overcome common barriers, prevent and handle common breastfeeding concerns. Provides services to new mothers who are experiencing breastfeeding issues and provide appropriate referrals as needed. Reminds clients of their scheduled WIC appointments.

Maintains records, update client files and provide follow-up service on all referrals received with proper documentation.

Demonstrates and distribute electric and manual breast pumps for WIC clients. Receives and respond to referrals and/or caseload of WIC mothers and makes routine, periodic contacts with all mothers assigned. Records data in the WIC FL WISE System on each client who receives counseling services. Refers clients for other community programs and services as needed (i.e.,smoking cessation, abuse hotline and parenting education, etc.). Participate in outreach activities such as health fairs, baby fairs, etc. Assists WIC staff in promoting breastfeeding and peer counseling through special projects.

Collaborates with supervisor on activities in the Palm Beach County WIC Breastfeeding Program. Assists supervisor in providing related lactation training to WIC and Florida Department of Health Palm Beach County staff and Residents, Interns and students. Assists supervisor in recruiting, training, and mentoring WIC Breastfeeding Peer Counselors. Provides outreach services as assigned.

Participates in WIC staff meetings, in-service training and assigned workshops. Assists supervisor in developing and implementing the Nutrition Program Plan Breastfeeding Objective and activities. Participates in WIC Program performance improvement activities

  • Updates IT trainings and develops/maintains PowerPoint presentations, tables, and Excel spreadsheets as needed. Participates in State breastfeeding conference calls. Maintains records and submits reports by established deadlines.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of breastfeeding science and practice

  • Skill in basic counseling techniques

  • Ability to interview clients to identify needs.

  • Ability to learn and use Microsoft Windows based computer software programs inducing PowerPoint, internet, email and equipment or specific program software such as FL WSE and HMS

  • Ability to develop, plan and present technical and targeted breastfeeding education for individuals and groups

  • Ability to organize and present information, verbally and in writing, in a concise, comprehensive and legible manner

  • Ability to provide high level customer service to internal or external customers

  • Ability to establish and maintain working relationship with others.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Valid Driver License

  • Travel throughout Palm Beach County is required.

  • This position works primarily in a clinic setting and requires constant contact with the public.

  • Tasks may require substantial repetitive movement of the wrists, hands or fingers for sustained periods of time.

  • Occasionally required to lift and/or move objects up to 25 pounds

Working hours: (A) Daily from 8:00 A.M. to 5:00P.M. (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.)

  • This position may require working beyond the normal scheduled work week, modifying existing work schedules or flexing hours to meet with clients and community-based organizations.
