SUPERVISORY RESPONSIBILITIES

Registered Nurses (RN), Maternal Child Health & Disabilities Specialists, Health Services Liaison.

SUMMARY

Overall responsibility for the operation of the Health Services area to ensure all Head Start 0 to 5 children receive comprehensive health services (medical, dental, mental health and special education) as described in the Office of Head Start (OHS) Performance Standards and Children Health and Disabilities Prevention (CHDP) Program.

Assists in achieving the agency's vision, "For Those We Serve," by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES

Responsible for supervising assigned staff, interns and volunteers; recruitment, performance management and other personnel processes.

Responsible for the overall planning, administration, coordination and implementation of Health Services, including, medical, dental, mental health and special education services.

Collaborates with other Program Service Area Managers to ensure seamless services to children and families while meeting all Program Area goals.

Travels to all Head Start 0 to 5 centers/sites to communicate, monitor, and visit each site periodically.

Travels to evening meetings, conferences and for company business as deemed necessary.

Coordinates and conducts trainings for Head Start 0 to 5 staff and parents to educate them on the importance of health care issues.

Keeps Head Start 0 to 5 health resources up to date.

Ensures total compliance of staff and children's health records, including periodic monitoring for compliance and accuracy.

Collects and submits statistical data monthly, quarterly and annually as required by Federal, State and local funding sources.

Prepares, revises and manages departmental spending to ensure fiscal compliance.

Coordinates and participates in ongoing monitoring including internal departmental monitoring, Self-Assessment Triennial Federal monitoring to ensure program compliance.

Organizes and assures the continuation and effectiveness of the Health Services Advisory Committee (HSAC) in the planning, implementation and evaluation of the Health Services area, while maintaining the participation by required members (i.e. doctors, community health care professionals and Head Start parents).

Confers periodically with medical, nursing, dental, mental health, special education consultants to ensure that Head Start children and families are receiving quality medical care and utilizing state and local resources.

Promotes parent involvement by educating them regarding family health care, including identifying state and local resources in the areas of physical, dental and mental health needs and by encouraging parents to participate in advocating for their families by serving on the HSAC and attending Local Parent Meetings (LPM) and County-Wide Personnel Committee (CWPC) meetings.

Serves as a Head Start 0 to 5 representative in the community when attending conferences/meetings and interaction with parents and health care providers (public and private).

Advocates for children, ensuring all eligible children receive necessary medical, dental, assessment and screening exams and that referrals are followed up by staff in a timely manner.

Advocate for children with special needs by ensuring that all children eligible for Head Start 0 to 5 services be allotted a space in the program and once enrolled ensure that these children receive entitled services from the LEA's and community partners.

Awareness of cultural and ethnic differences of families and children in relation to health services.

Attends and participates in conferences, meetings and trainings, as required.

Models professionalism for staff, parents, children, clients, and community members. Promotes a collaborative environment within the service areas, program, and agency.

Adheres to the American With Disabilities Act (ADA-2010) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children, and families.

Travels to all Head Start 0 to 5 centers/sites to communicate, monitor, and visit each site periodically using their own vehicle.

Actively encourages and embraces diversity.

Travels for agency business using personal transportation.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:

Bachelor's Degree in Nursing/Public Health with School Nurse credential or Public Health (PHN) certificate, required.

Current California RN License required.

EXPERIENCE:

Five (5) years of nursing related work experience required.

Five (5) years of direct staff administrative supervision required.

Two (2) years of direct experience in nonprofit or government funded programs preferred.

OTHER REQUIREMENTS:

Proficient in Microsoft Office Suites and experience with database software.

Effective presentation, written and verbal communication skills.

Bilingual in English and Spanish or other secondary language preferred based on the needs of the clients and the program.

Willing to work non-traditional hours and days to meet the needs of this position.

Maintain a valid California driver's license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles. Proof of insurance will be required.

Physical examination, TB screening clearance, and signed federal criminal record declaration are required within 7 days after employment.

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:

1.The person submits a written statement from a licensed physician declaring that because of the person's physical condition or medical circumstances, the immunization is not safe.

2.The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.

3.The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.

Former Head Start 0 to 5 parents preferred.

The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
