MassHealth is seeking a talented, motivated and experienced individual to serve as the Policy Manager of the Health Safety Net Office. The Policy Manager will be responsible for overseeing policy-related activities of the Health Safety Net Office.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Responsible for the development, implementation, and coordination of Health Safety Net eligibility policy, and ensuring that the Health Safety Net is aligned with MassHealth and Health Connector policies as well as the Commonwealth's overall health care reform goals as appropriate.

  • Responsible for the development, implementation, and coordination of Health Safety Net payment policy.

  • Develop regulations that define eligibility, scope of health services, and standards for special circumstance enrollment(medical hardship, bad debt, and confidential) , and assist in effective communications mechanisms to ensure that affected parties are fully informed of the regulations.

  • Assist the Director with the implementation of operational procedures to implement regulations as promulgated, provide policy direction and training to helpdesk staff and contractors to ensure provider relations/customer services to policy inquiries and issues arising from the patient eligibility system and the claims adjudication payment system.

  • Oversee the development and editing of annual reports to the legislature on eligibility requirements, provider reimbursement levels, and recommendations for ongoing improvements.

  • Manage contracts with vendors providing programmatic support to the Health Safety Net Office

  • Participate in or coordinate provider meetings, training sessions, multi-agency meetings, and internal Division meetings on Health Safety Net policy.

  • The Policy Manager must administer their duties for the office under these broadly defined concepts with consideration of the goals of the Secretary of the Executive Office of Health and Human Services (EOHHS).

  • The Policy Manager must have knowledge of health care financing concepts and a broad understanding of the health care provider sector and other key stakeholders to further improve the Health Safety Net Office and the overall health care system.

Required Qualifications:

  • Ability to set goals and strive for excellence or improvement.

  • Ability to identify a problem or opportunity and take action to address current or future problems and opportunities.

  • Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions.

  • Ability to work cooperatively with others and be part of a team.

Preferred Qualifications:

  • A broad knowledge of health care payment systems, health care delivery systems, and health care coverage options available under Massachusetts law and under the Affordable Care Act.

  • Effective communication skills.

  • Demonstrated quantitative and qualitative policy analysis skills.

  • Project management experience.

  • Skilled at problem-solving and conflict resolution.

  • Ability to manage multiple projects simultaneously and to respond to changes in priorities in a flexible manner.

  • Ability to plan, prioritize and delegate tasks, and to effectively utilize staff members to accomplish assigned work objectives.

  • Supervisory experience, preferred.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
