Summary Objective

The purpose of this position is to create, coordinate and audit the development, implementation and evaluation of enterprise occupational safety and health policies, safe work practices and programs to reduce or control hazards.

This class works independently, under limited supervision, reporting major activities through periodic meetings.ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Leads injury and accident investigations, safety inspections and training programs.

  • Represents the enterprise in all KYOSH and Federal OSHA investigations, injury and illness reporting and recordkeeping.

  • Works with enterprise agencies to eliminate or control hazardous conditions that may lead to human injury and/or property damage.

  • Promotes a safe and healthy working environment through continuous improvement of safety, health and environmental systems that result in the reduction of accidents and illness and regulatory compliance.

  • Assists management in budget preparation and monitors and controls expenditures.

  • Assists departments in enterprise Health and Safety Management Program implementation and conducts program reviews to measure compliance and improvement.

  • Completes enterprise work site inspections to identify, analyze and control existing or potential hazards and prepares action plans with agency specific goals to reduce the frequency, severity and cost of accidents and occupational illness.

  • Responds to enterprise wide employee concerns for environmental, health or safety issues.

  • Assists agencies by providing technical assistance, instruction and recommendations concerning the safety and health management system.

  • Assists HR Safety management by representing the enterprise to government agencies and the public to provide information and answers questions concerning safety and health programs and services provided to Metro employees.

  • Conducts training throughout the enterprise on OSHA regulatory training.

  • Maintains, per retention schedule, all health and safety and industrial hygiene files for the enterprise.

  • Assists HR safety management by monitoring agency completion and maintaining of job hazard analysis and job training matrix.

  • Creates, reviews and implements industrial hygiene management plans such as lead, asbestos, respirator, noise and fungi.

  • Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Construction Management, Education, Environmental Health, Fire Science, Health and Safety, Industrial Engineering, Public Administration or related discipline.

  • Three (3) years of occupational safety and health reporting, inspections or training OR risk management experience or an equivalent combination of education, training and experience.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:

  • Bright/dim light; Dusts and pollen.

  • Extreme heat and/or cold; Wet or humid conditions.

  • Extreme noise levels, Animals/wildlife.

SPECIAL CERTIFICATIONS AND LICENSES

  • Must be certified as a First Aid and CPR/AED instructor from a recognized agency or obtain within six months of employment.

  • Must hold KY State certification as Asbestos Abatement Inspector or be enrolled in course within six months of employment.

  • Must hold KY State certification as Lead Risk Assessor or be enrolled in course within six months of employment.

  • Must possess and maintain a valid state driver's license with an acceptable driving history.

  • Must be vaccinated for hepatitis B, have provided evidence of immunity, or have signed a declination form within ten days of initial assignment.

  • Must provide one's own source of transportation.

  • Must wear personal protective and safety equipment as mandated by OSHA.

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.
